DA MEMORANDUM ORDER NO. 17-16
| SUBJECT | : | Implementing Guidelines for Provision of Locally Registered Meat Establishment (LRME) Meat Inspectors (MI) Incentive for the Collection of Data on Animal Slaughter |
I. Objective
The objective of providing incentive for meat inspectors to properly maintain a system of monitoring accurate data collection on the number of animal slaughtered, volume of condemned animals/carcasses and primal parts from the Locally Registered Meat Establishments (LRMEs). Collected data will be used for statistical analyses, scientific research, guidance and information for decision makers.
II. Program Partner
This program shall be conducted in partnership with DA-NLP, NMIS, DA-RFOs, PSA and Local Government Units (LGUs).
III. Description of the Program
Under the program, the National Meat Inspection Service (NMIS), in coordination with the Local Government Units (LGUs) concerned, is directed to monitor, conduct field inspection and require those involved in slaughterhouse operation to submit periodic and special reports to NMIS. Providing incentive seeks to act on the present need to facilitate the collection and consolidation procedures to have a unified database on animal slaughter.
IV. Criteria for Meat Inspectors
Local meat inspectors are eligible to be provided of the "incentive", subject to the following criteria:
1. Must have completed the NMIS Basic Meat Inspection Training Course (BMITC) and must be registered by NMIS
2. In case of no BMITC, a promissory letter must be submitted to NMIS indicating that he/she will attend the said training within 1 year
3. Must have a written recommendation from the Local Chief Executive of the concerned LGU addressed to the NMIS RTOC Director which will then be endorsed to the Executive Director of NMIS.
4. Must be willing and able to perform functions assigned or delegated by NMIS.
V. Responsibilities and Limitations
The LRMEs meat inspectors shall have the following responsibilities in order to be entitled to the "incentives":
1. Accountable for the daily collection and recording of number of animals slaughtered and number of animals/carcasses condemned for locally registered meat establishments.
2. Record and submit accomplished Animal and Meat Inspection Report Form (AMI-Report Form) to the Provincial Veterinary Office (PVO) every month (not later than the 10th day of succeeding month).
3. Collaborate with NMIS and PSA in the review and validation provincial slaughter data.
4. Ensure the completeness and timeliness of reports to be submitted to PVO.
All LRMEs meat inspectors shall receive compensation or "incentive" based on the actual work rendered, completeness of report submitted and timeliness of submission of reports, subject to availability of funds for the calendar year and in compliance to accounting and auditing rules and regulations. A "No Report, No Allowance Policy" will be implemented. The "incentive" for the LRMEs meat inspectors shall have the following limitations".
1. Only one (1) incentive, funded by Agri-Pinoy project, shall be given.
2. Meat inspectors assigned at the accredited slaughterhouse and poultry dressing plants who are also assigned in the LRMEs will no longer be entitled for this allowance but are still required to submit these reports.
3. For those who have multiple Meat Inspectors in slaughterhouse/PDP, MIs who prepared the report shall receive the "incentive". Submitted report must be signed by the meat inspector and the municipal/city veterinary office.
VI. Funding
The DA through the National Livestock Program shall allocate fund under the DA-OSEC annual General Appropriations Acts intended for the provision of LRME MI incentive in accordance to government rules and regulations and Republic Act No. 9184.
VII. Mechanics of Implementation
1. The meat inspectors shall submit the requirements to the NMIS RTOC for endorsement to NMIS Central Office which has jurisdiction over the LRME;
2. From receipt of complete documentary requirements, the NMIS RTOC shall check and evaluate the submitted documents; AIDSTE
3. After the evaluation, NMIS-RTOC shall endorse the list of eligible LRME MI to NMIS Central Office for approval of DA Secretary;
4. DA through the National Livestock Program shall provide the DA-RFOs with the list of LRME MIs eligible for the incentives;
S. DA-RFOs shall notify the qualified applicants and respective PVOs/CVOs;
6. PVOs/CVOs shall provide the list of MIs who submitted the monthly AMI-Report to DA-RFOs on a monthly basis as a clearance before the provision of incentives.
7. LRME MIs may claim their monthly incentive from DA-RFOs provided they submit the required monthly reports.
VIII. Reporting and Monitoring
The implementation of this program shall be covered by the regular monitoring and reporting systems under the National Livestock Program and that of the Department of Agriculture as a whole.
IX. Effectivity
This Memorandum Order shall take effect immediately upon signing and shall supersede all other issuances that are inconsistent herewith.
