SUBJECT : An Act Amending the Administrative Order No. 27 Series of 2012, Otherwise Known as the "Guidelines on the Collection of Data on Animal Slaughter"

 

WHEREAS, the National Meat Inspection Commission renamed as the National Meat Inspection Service shall serve as the sole national controlling authority on all matters pertaining to meat and meat product inspection and meat hygiene.

WHEREAS, there is a need for NMIS to maintain a system of monitoring the number of animals slaughtered and volume of condemned animals/carcasses and primal parts from accredited and Locally Registered Meat Establishments (LRMEs) for statistical analyses, scientific research and guidance and information for decision-makers.

WHEREAS, Section 6 of RA 10625 defines the function of Philippine Statistics Authority (PSA) as follows: Collect, compile, analyze, abstract and publish statistical information relating to the country's economic, social, demographic, political affairs and general activities and condition of the people; and Collaborate with departments of the national government including GOCCs and their subsidiaries in the collection, compilation, maintenance and publication of statistical information, including special statistical data derived from the activities of those departments, corporations and subsidiaries.

WHEREAS, PSA as the agency responsible for the compilation and release of all official statistics including agriculture is mandated to maintain an orderly and reliable set of statistics on total number of animals slaughtered as basis for generating the country's total meat production;

WHEREAS, Section 10 of the RA 9296 states that the local government units, pursuant to the provisions of Republic Act 7160 otherwise known as the Local Government Code and Executive Order No. 137, shall regulate the construction, management and operation of slaughterhouses, meat inspection, meat transport and post-abattoir control, monitor and evaluate and collect fees and charges in accordance with the national policies, procedures, guidelines, rules and regulations and quality and safety standards as promulgated by the Secretary.

WHEREAS, Section 5 of Executive Order No. 137 provides that the NMIS, in coordination with the Local Government Unit (LGU) concerned, shall monitor, conduct field inspection and may require those involved in slaughterhouse operation to submit periodic and special reports to the NMIS;

WHEREAS, the DA through the National Livestock Program shall allocate funds for the provision of incentives for the Locally Registered Meat Establishments (LRMEs) Meat Inspectors to maintain a system of monitoring accurate data collection of the number of animals slaughtered, volume of condemned animals and primal parts from the LRMEs.

WHEREAS, under the current set-up, DA-Regional Field Offices (DA-RFOs) collaborate with LGU counterparts to implement, collect data, and, monitor and assess DA programs and projects thus, LGUs are required to make reports and, in most cases respond all at the same time to the data and information needs of PSA and different livestock groups under DA, particularly NMIS.

NOW THEREFORE, I, PROCESO J. ALCALA, Secretary of the Department of Agriculture and Chairperson of the NMIS Meat Inspection Board (NMIS-MIB), by virtue of the powers vested in me by law, do hereby issue this Order prescribing the Guidelines on the Collection of Data on Animal Slaughter.

SECTION 1. Scope. —

The guideline shall cover the accurate data collection and submission of the number of food animals slaughtered, volume of meat produced, and number of animals condemned during ante-mortem inspection and condemned carcasses and primal parts during post-mortem inspection in all accredited, locally registered meat establishments and "other areas."

SECTION 2. Objectives. —

The guideline shall provide a means of accuracy in the documentation and submission of the number of food animals slaughtered, volume of meat produced and condemnation of animals during ante-mortem inspection including the condemnation of carcasses and primal parts. It also aims to facilitate the collection and consolidation procedures to have a unified database on animal slaughter.

SECTION 3. Definition of Terms. —

Animal and Meat Inspection Report Form — primary data collection sheet for monitoring/recording the number and status of food animal slaughtered/dressed and condemned for statistical analyses.

Carcass — the fresh meat of any slaughtered animal after bleeding and dressing with the offals removed from the body.

Carcass/Dressed Weight — the weight of the body of any slaughtered animal after bleeding, dressing and evisceration.

Farm Household — a household of which a member tends animals and slaughter or dressed them when necessary, either solely or jointly with other members of the household.

Key Informants — are persons such as livestock viajeros and barangay officials who are knowledgeable on slaughtering activity in "other areas".

Live Weight — the body weight of live animals.

Locally Registered Meat Establishments (LRMEs) — slaughterhouses, meat processing plants, poultry dressing plants, meat cutting plants and cold storages that are allowed to operate by the city/municipal government but are not accredited by the NMIS. CAIHTE

Licensed to Operate (LTO) — refers to an official document issued by the controlling authority as proof that the facility passed the licensing requirements and standards for meat establishment.

Meat Establishments — premises such as slaughterhouse, poultry dressing plant, meat processing plant, meat cutting plant, cold storage warehouse and other facilities in which food animals or meat products are slaughtered, prepared, handled, packed or stored.

Meat Inspector — a professionally qualified and properly trained officer, duly appointed by the NMIS or the local government unit for meat inspection and control of hygiene under the supervision of a veterinarian.

Mini-Poultry Dressing Plants — is a type of dressing facility that is operated using "pluckers".

Offals — edible or non-edible other than carcass.

Other Areas — refers to farm households (backyard), commercial livestock and poultry farms and markets (e.g., wet markets and vicinities).

Poultry Dressing Plant (PDP) — the premises that are approved and registered by the controlling authority in which poultry are dressed for human consumption.

Slaughterhouse (also, called Abattoir) — premises that are approved and registered by the controlling authority in which food animals are slaughtered for human consumption.

SECTION 4. Strategies of Data Collection. —

4.1 Licensed to Operate Meat Establishments (LTO) and Locally Registered Meat Establishments (LRMEs)

4.1.1 Data Source

 All slaughterhouses and poultry dressing plants licensed to operate (LTO) by the National Meat Inspection Service;

 All Locally Registered Meat Establishments supervised by the Municipal Veterinarians/Agriculturist in all provinces;

 All Locally Registered Meat Establishments supervised by the City Veterinarians/Agriculturist in highly urbanized cities and independent component cities;

4.1.2 Main Data Items

 Number of animals slaughtered/dressed and destination

 Live weight of animals slaughtered/dressed

 Carcass/Dressed Weight of animals

 Number of animals/carcasses condemned including primal parts

4.1.3 Survey Instruments

4.1.3.1 Licensed to Operate Slaughterhouses and Poultry Dressing Plants (AAA and AA)

 Daily Slaughter and Condemnation Report

 Monthly Summary Slaughter and Condemnation Report

4.1.3.2 Locally Registered Meat Establishments (LRMEs)

 Animal and Meat Inspection Report Form (AMI-Report Form)

 Monthly Summary of AMI Report

4.1.4 Data Collectors

 NMIS Meat Inspectors shall record on a daily basis the number of animals slaughtered and number of animals/carcasses condemned including primal parts in their respective assigned slaughterhouse/poultry dressing plants using Daily Slaughter and Condemnation Report.

 Local Meat Inspectors under the supervision of the Provincial Veterinarians and City Veterinarians shall record on a daily basis the number of animals slaughtered and number of animals/carcasses condemned including primal parts in their respective assigned LRMEs using the AMI-Report Forms.

4.1.5 Frequency

4.1.5.1 Collection

 Daily recording of number and destination of animals slaughtered/dressed as well as number of animals/carcasses condemned including primal parts in the slaughterhouse or poultry dressing plants.

4.1.5.2 Submission

4.1.5.2.1 LTO MEs

 Monthly submission of the daily slaughter and condemnation report form to NMIS RTOC not later than the 10th day after the reference month.

 Daily slaughter and condemnation report form to NMIS RTOC not later than the 10th day after the reference month.

 Monthly submission of consolidated slaughter report to PSA-Provincial Statistics Office not later than the 20th after the reference month.

4.1.5.2.2 LRMEs

 Monthly submission of the AMI-Report Form to Municipal/City Veterinary/Agriculture Office not later than the 5th day after the reference month DETACa

 Monthly submission of the AMI-Report Form not later than the 10th day after the reference month to PVOs/CVOs for LRMEs

 AMI-Report Form not later than the 10th day after the reference month to PVOs/CVOs for LRMEs.

 Quarterly submission of the monthly slaughter report to regional offices every 25th day of the month after the reference quarter.

4.1.6 Encoding

 A web-based electronic processing system should be adopted by the concerned office in the summary and submission of reports.

4.2 "Other Areas"

4.2.1 Data Source

 Sample farm households and commercial farms covered in the Backyard Livestock and Poultry Survey (BLPS) and Commercial Livestock and Poultry Survey (CLPS) being conducted by PSA in their regular periodic surveys.

 Key informants for information on number of slaughtered/dressed animals in "Other Areas" of slaughtering in every municipality/city.

4.2.2 Main Data Items

4.2.4 Data Collectors

 PSA Data collectors under the supervision of the Provincial Statistics Officer for the BLPS, CLPS and Key Informant to gather information from Key Informants regarding the slaughtering in "Other Areas".

4.2.5 Frequency

4.2.5.1 Collection

 Quarterly conduct of PSA surveys and monthly for the slaughtering in "Other Areas" gathered from key informants.

SECTION 5. Responsibilities. —

5.1. Local Government Units

5.1.1. Local Meat Inspector

5.1.1.1. Accountable for the daily collection and recording of number of animals slaughtered and condemned for locally registered meat establishments and "A" accredited slaughterhouses.

5.1.1.2. Record and submit accomplished AMI-Report Form to the MVO/MAO and CVO/CAO not later than the 5th day after the reference month

5.1.2. Municipal Veterinary/Agriculture Office

5.1.2.1. Ensure that data collection is properly undertaken by the Meat Inspectors.

5.1.2.2 Monitor the submission of accomplished AMI-Report Form.

5.1.2.3 Encode and submit the consolidated slaughter report to PVO on a monthly basis through a computerized system.

5.1.3. City Veterinary/Agriculture Office

5.1.3.1 Ensure that data collection and consolidation is properly undertaken by the Meat Inspectors.

5.1.3.2 Monitor the submission of accomplished AMI-Report Form by local meat inspectors.

5.1.2.3 Encode and submit the consolidated slaughter report on a monthly basis through a computerized system.

5.1.2.4 Compile and submit the slaughter and condemnation reports from LRMEs to NMIS Regional Technical Operation Centers and PSA PSOs on a monthly basis through a computerized system.

5.1.2.5 Ensure the completeness and timeliness of the submitted reports. PVO shall provide the list of MIs who submitted the AMI-Reports to DA-RFOs on a monthly basis as a clearance before the provision of incentives.

5.1.4. Provincial Veterinary/Agriculture Office

5.1.4.1  Monitor and consolidate the submission of monthly slaughter report from the MVO/MAO in their respective provinces on a monthly basis.

5.1.4.2  Record Compile and submit the slaughter and condemnation reports from LRMEs to NMIS Regional Technical Operation Centers and PSA PSOs on a monthly basis through a computerized system. aDSIHc

5.1.4.3  Collaborate with PSA-PSOs in the review and validation of provincial slaughter data.

5.1.4.4  Include the data collection in agenda on the monthly Meat Inspector's Meeting called by his/her Office.

5.1.4.5  Ensure the completeness and timeliness of the submitted reports. PVO shall provide the list of MIs who submitted the AMI-Reports to DA-RFOs on a monthly basis as a clearance before the provision of incentives.

5.2 Philippine Statistics Authority (PSA)

5.2.1 Philippine Statistics Authority Provincial Statistics office (PSA-PSO)

5.2.1.1 Provide personnel and operational support for the regular collection of data in "Other Areas".

5.2.1.2 Collect slaughter data from farm household thru BLPS and commercial farms thru CLPS on a quarterly basis and slaughter in "Other Areas", in collaboration with the Key Informants (KIs) on a monthly basis.

5.2.1.3 Collect the quarterly summary slaughter reports of the LTO MEs and LRMEs from the NMIS RTOC and PVO/CVO, respectively.

5.2.1.4 Generate the provincial level data of the number of total slaughter on a quarterly basis.

5.2.1.5 Conduct provincial data review to validate the total slaughter data generated, in collaboration with the Provincial Veterinary Office.

5.2.1.6 Submit the validated provincial total slaughter data to PSA-RSSO through a computerized system.

5.2.2 Philippine Statistics Authority Regional Statistics Services Office (PSA-RSSOs)

5.2.2.1 Collect and compile the quarterly provincial summary slaughter reports submitted by PSA-POCs & NMIS-Regional Technical Office (RTOCs) generate the regional level data on the number of total slaughter on a quarterly basis.

5.2.2.2 Conduct regional data review to validate the total slaughter data generated, in collaboration with NMIS-RTOCs and DA Regional Field Office (RFO).

5.2.2.3 Submit the validated regional total slaughter data to PSA Central Office (CO) through a computerized system.

5.2.2.4 Responsible for the printing of the AMI-Report Form to be used by the Local Meat Inspectors and PSA-Regular Staff.

5.2.3 Philippine Statistic Authority Central Office (PSA-CO)

5.2.3.1. Compile the quarterly regional summary slaughter reports submitted by PSA-RSSOs to generate the national level data for the total slaughter on a quarterly basis.

5.2.3.2. Conduct national data review to validate the total slaughter data generated, in collaboration with NMIS Central Office.

5.2.3.3. Develop a computerized system to be adopted by NMIS and LGUs.

5.2.3.4. Be responsible in the processing of slaughter data using the computerized system and generate computer outputs.

5.2.3.5. Provide NMIS computer-based data files and statistical tables.

5.2.3.6. Jointly with NMIS, be responsible for maintaining the systems developed under this program.

5.2.3.7. Jointly with NMIS, inform and train the concerned entities in the implementation of this Order.

5.2.3.8. The release of slaughter data will be based on the "PSA Official Release Calendar".

5.3 National Meat Inspection Service (NMIS)

5.3.1. NMIS Meat Inspector

5.3.1.1. Accountable for the daily collection and recording of number of food animals slaughtered and condemned for Class "AAA" and Class "AA" LTO slaughterhouses and poultry dressing plants.

5.3.1.2. Submit accomplished daily slaughter and condemnation reports to the NMIS RTOC.

5.4.2. NMIS Regional Technical Office

5.4.2.1. Collect monthly slaughter and condemnation reports from the NMIS meat inspectors in cities/provinces in their respective region.

5.4.2.2. Submit and compile slaughter and condemnation reports of LTO slaughterhouses and LRMEs to NMIS Central Office copy furnished PSA-RSSOs on a quarterly basis through a computerized system.

5.4.2.3. Collaborate with PSA-RSSO and DA-RFO in the review and validation of regional slaughter data. ETHIDa

5.4.2.4. Responsible for the printing of the Slaughter and Condemnation Report Forms to be used by the NMIS Meat Inspectors.

5.4.3. NMIS Central Office

5.4.3.1. Compile the regional summary slaughter reports submitted by NMIS RTOCs to generate the national level data for the total slaughter from all slaughterhouse/poultry dressing plant on a quarterly basis.

5.4.3.2. Verify and analyze all slaughter and condemnation summary reports.

5.4.3.3. Collaborate with PSA Central Office in the review and validation of the national slaughter data.

5.4.3.4. Jointly with PSA, be responsible for maintaining the systems developed under this project.

5.4.3.5. Jointly with PSA, inform and train the concerned entities in the implementation of this Order.

5.5. DA Field Operation Service/DA Regional Field Office (RFO)

5.5.1. Collaborate with PSA Regional Statistics Service Office (RSSOs), Provincial Veterinary Offices (PVOs) and NMIS RTOC the review and validation of regional slaughter data.

5.5.2. Jointly with PSA and NMIS, inform and train the concerned entities in the implementation of this Order.

5.5.3. Jointly with PSA and NMIS, act as repository agency of total slaughter data.

SECTION 6. Provision of Incentives. —

All local meat inspectors assigned in LRMEs shall receive incentives based on the actual work rendered, completeness and timeliness of the reports submitted, subject to availability of funds for the calendar year in compliance to accounting and auditing rules and regulations. A "No Report, No Incentive Policy" will be implemented.

SECTION 7. Repealing Clause. —

The provisions of existing Administrative orders, Implementing Rules and regulations and other issuances inconsistent with the provisions of the Order are hereby modifies, revoked or repealed accordingly.

SECTION 8. Separability Clause. —

If any portion or provision of the Order is declared unconstitutional, the other portion or portions thereof which are not affected thereby must continue in full force and in effect.

SECTION 9. Effectivity. —

This Administrative Order shall take effect fifteen days after its publication in the Official Gazette and filing of a copy at the UP Law Center.
