Guidelines on the Electronic Submission of the Report on Repurchase Agreements of Banks/Quasi-Banks (REPO Report)
The BSP Memorandum No. M-2017-021, issued on July 12, 2017, outlines new guidelines for the electronic submission of the Report on Repurchase Agreements (REPO Report) by universal and commercial banks, their subsidiary thrift banks, and non-banks with quasi-banking functions. It updates the Data Entry Template (DET) and Control Prooflist (CP), which can be accessed online or requested from the BSP-SDC. Notably, the requirement for notarization of the CP has been removed, while other provisions from the previous memorandum remain in effect. Compliance with these new guidelines is mandatory for the specified financial institutions.

Pursuant to Memorandum No. M-2017-020 dated 28 June 2017 which provided for the revised template to be used for the regular monthly reporting of the Report on Repurchase Agreements (REPO Report), the updated Data Entry Template (DET) and the corresponding Control Prooflist (CP) can be downloaded from http://www.bsp.gov.ph/SES/reporting_templates or requested from the BSP-SDC. This supersedes the pertinent provision under Memorandum No. M-2016-025 dated 28 December 2016 which provided that the same DET used for the pilot run will be used for the regular monthly reporting.
In addition, notarization of the CP as provided under Section 2 of Memorandum No. M-2016-025 shall no longer be required.
All other provisions of Memorandum No. M-2016-025 shall continue to be in effect.
