REPUBLIC ACT NO. 5059
AN ACT GRANTING LIFE PENSION AND FRANKING PRIVILEGE TO FORMER PRESIDENTS OF THE PHILIPPINES
SECTION 1. Every former President of the Philippines shall be entitled to a life pension, tax-free, of forty thousand pesos annually beginning with the month following the date he ceased to be President of the Philippines or from the month following the approval of this Act, whichever is the later date: Provided, That said President was not removed by impeachment: Provided, further, That he has not been elected to any national office or accepted any position of trust or responsibility in the national government to which the law attaches any salary or remuneration. cd
SECTION 2. All mail matters of such President, addressed for delivery within the Philippines, shall be received, transmitted and delivered in the mails of the Philippines free of postage if the envelope or wrapper of such mail matter bears on the left hand corner the name of said President: Provided, That his privilege shall cease the moment he announces his candidacy for any national office. Any person who violates the provision of this section shall be punished by a fine of not more than five hundred pesos.
SECTION 3. There is hereby appropriated annually, out of any funds in the National Treasury not otherwise appropriated, such sums as may be necessary to carry out the purposes of this Act.
SECTION 4. This Act shall take effect upon its approval.
