Formation of Host Council in Preparation for Holding APEC Meetings in Cebu

MEMORANDUM ORDER NO. 347

DIRECTING THE FORMATION OF A HOST COUNCIL IN PREPARATION FOR HOLDING APEC MEETINGS IN CEBU

WHEREAS, the National Organizing Commission for the ASIA Pacific Economic Cooperation (APEC-NOC) 1996 meeting was created by virtue of Administrative Order No. 160 to take charge of the administrative preparations for the Philippine hosting of APEC Meetings in 1996;

WHEREAS, the Philippine hosting of APEC 1996 meetings is a national effort and all agencies of government, officials, agents, individuals from the public and private sector, and non-government organizations may be called upon to provide assistance to the APEC-NOC in this national endeavor;

WHEREAS, the APEC-NOC has its operating arm, the APEC-NOC Executive Committee (APEC-NOC-EC), to carry out its day to day activities through its designated Director General;

WHEREAS, the Senior Officials Meeting (SOM II) and SME Ministerial Meeting (SMEMM) has selected Cebu as its venue to show to the officials of the APEC economies the on-going economic development and the potential for further progress of the Philippine countryside;

WHEREAS, there is a need to organize a Host Council in Cebu to assist the APEC-NOC-EC for the successful preparation of SOM II and SMEMM;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order that:

SECTION 1. Organization and Composition of Cebu APEC Host Council. —

The Cebu APEC Host Council shall be organized and composed as follows:

 

Chairman	Presidential Assistant Rhett Pelaez
Co-Chairman	Amb. Frank Benedicto
Members	Officials of the LGUs, public/private
	company/organizations/institutions that may be
	called upon by the Chairman/Co-Chairman to
	become members of the CEBU APEC Host
	Council and the Committees/Task Forces it may
	create.

 

 

SECTION 2. Functions of CEBU APEC Host Council. —

In pursuit of its objectives and subject to existing laws, the CEBU APEC Host Council shall have the following authority and functions:

(1) Assist the APEC-NOC-EC in the preparation of the hosting of SOM II and SME Ministerial Meetings.

(2) Develop and implement its own workplan in coordination with APEC-NOC-EC to achieve its mandated functions.

(3) Mobilize the private sector to provide support to the hosting of APEC Meetings in Cebu.

(4) Promote Cebu and nearby provinces to the delegates of the APEC Meeting.

SECTION 3. Effectivity. —

This Memorandum Order shall take effect immediately.
