Formation of Host Council for Holding of APEC Meetings in Davao City

MEMORANDUM ORDER NO. 379

DIRECTING THE FORMATION OF A HOST COUNCIL IN PREPARATION FOR HOLDING OF APEC MEETINGS IN DAVAO CITY

WHEREAS, the National Organizing Commission for the Asia Pacific Economic Cooperation (APEC-NOC) 1996 was created by virtue of Administrative Order No. 160, s. of 1994, to take charge of the administrative preparations for the Philippine hosting of APEC Meetings in 1996; CTDacA

WHEREAS, the Philippine hosting of APEC 1996 is a national effort and all agencies of government, officials, agents, individuals from the public and private sector and non-government organizations may be called upon to provide assistance to the APEC-NOC in this national endeavor;

WHEREAS, the APEC-NOC Executive Committee (APEC-NOC-EC), the APEC-NOC's operating arm, performs its day to day activities through its designated Director General;

WHEREAS, the Senior Officials Meeting (SOM III) has selected Davao City as the venue of its August 15–23, 1996 meetings to demonstrate to the officials of the APEC economies the on-going countryside economic development and the potentials for further progress of the BIMP/EAGA area;

WHEREAS, there is a need to organize a Host Council in Davao City to assist the APEC-NOC for the successful preparation of SOM III.

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order the organization of a Host Council in Davao City to assist the APEC-NOC for the successful preparation of SOM III.

SECTION 1. Composition of Davao APEC Host Council. — The Davao APEC Host Council shall be composed of the following:

Co-Chairperson	Ms. Margarita Moran Floirendo
Executive Director	Mr. Rey Ernesto Millan
Deputy Executive Director	Mr. Leoncio Evasco, Jr.
Secretariat	Dir. Corazon T. Ginete
Members	Officials of public/private organizations/
	institutions who may be named by the
	Chair as members of the Davao APEC
	Host Council and the Committees/Task
	Forces they may create.

SECTION 2. Functions of the Host Council. — In pursuit of its objectives, the Davao APEC Host Council shall have the following authorities and functions:

(1) Assist the APEC-NOC-EC in the preparation of the hosting of SOM III;

(2) Develop and implement its own workplan in coordination with APEC-NOC-EC to achieve its mandated functions;

(3) Appoint the head and members of the various committees;

(4) Mobilize private sector participation and support to the hosting of APEC Meetings in Davao City; and

(5) Promote the trade and tourism potentials of Davao and the nearby provinces to the delegates of APEC.

SECTION 3. Effectivity. — This Memorandum Order shall take effect immediately.
