Assistance to World Scout Parliamentary Union Organizing Committee in Preparation for its 2nd General Assembly ( Memorandum Order No. 437 )

MEMORANDUM ORDER NO. 437

DIRECTING ALL CONCERNED DEPARTMENTS, BUREAUS AND AGENCIES TO ASSIST THE ORGANIZING COMMITTEE OF THE WORLD SCOUT PARLIAMENTARY UNION IN PREPARATION FOR ITS 2nd GENERAL ASSEMBLY IN 1997 TO BE HELD IN MANILA

WHEREAS, the Philippines will host the World Scout Parliamentary Union (WSPU) 2nd General Assembly from August 17 to 22, 1997 in Manila;

WHEREAS, the WSPU 2nd General Assembly is expected to gather more than 200 legislators, leaders of Parliaments and Congresses and hundreds of youth from all over the world in the Philippines;

WHEREAS, the Philippines has earned the reputation and goodwill of superb hosting and handling of international conferences, meets and gatherings as a result of last year's Asia Pacific Economic Cooperation (APEC) Summit Meeting;

WHEREAS, it is fitting and proper that the identified key government agencies assist the Organizing Committee under the control and direction of its Chairman to ensure the successful hosting by the Philippines of the WSPU 2nd General Assembly;

WHEREAS, the nations of the world that send delegates to international gatherings hosted by the Philippines expect nothing less than a well-prepared and well-managed gathering in the tradition of the 3rd APEC Summit Meeting;

WHEREAS, the highly successful hosting of the 3rd APEC Summit Meeting was the result of admirable consolidation of expertise and resources by the public and the private sectors under the direction and control of the government;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order all concerned departments, bureaus and agencies to extend full cooperation to the Organizing Committee of the WSPU in preparation for its 2nd General Assembly to be held in Manila.

The following committees, composed of different government agencies, are hereby formed for the purpose of giving coordinated assistance to the Organizing Committee to ensure a successful hosting by the Philippines of the WSPU 2nd General Assembly:

The Organizing Committee together with the different Committees composed hereof shall immediately convene to prepare and implement the necessary action plan for the forthcoming WSPU 2nd General Assembly. The heads of the different Committees shall report to the Organizing Committee, within seven (7) days from the effectivity of this Order, the development in the preparation and implementation of their different action plans.

The Organizing Committee and the different Committees organized herein shall encourage the participation of the private sector groups and non-government organizations in the pursuit of their respective activities.

This Memorandum Order shall take effect immediately.
