PPA MEMORANDUM CIRCULAR NO. 07-05

Quoted hereunder for your information and guidance is a pertinent provision of Rule 141 of the Revised Rules of Court, as amended by SC Resolution dated July 20, 2004 in A.M. 04-2-04-SC, viz.:
"Sec. 22. Government exempt. — The Republic of the Philippines, its agencies and instrumentalities, are exempt from paying the legal fees provided in this rule. . . . ."
Accordingly, in relation to the request of the Board of Pardons and Parole, for our field officers to facilitate the securing of Certificate of Non-Appeal, Certificate of No Pending Case, and other related documents in behalf of our petitioners for parole/executive clemency, please cite the foregoing legal basis so as to obtain the said documents for free.
