PHILRACOM RESOLUTION NO. 29-12
Excerpts from the minutes of the meeting of the Board of the Philippine Racing Commission (PHILRACOM) held on 11th of April 2012 at 4th Floor Electra House Bldg., Esteban St., Makati City.
WHEREAS, the Philippine Racing Commission (PHILRACOM) has the exclusive jurisdiction and control over all aspects of the conduct of horse racing including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes and the security of racing as provided for under Presidential Decree No. 420;
WHEREAS, the PHILRACOM Board of Commissioners has institutionalized a regular sectoral meeting wherein one of the issues that was observed and discussed is the number of horses that suffer injury during the races at the PRCI racetrack;
WHEREAS, the Philippine Racing Club, Inc. (PRCI) management during the sectoral meeting conveyed that the burden of proving the cause of the horses' injuries is on the horses/owners/trainers not on the PRCI management because the racetrack and other facilities are always certified to be fit and race worthy every race day;
WHEREAS, the group of Horseowners insists that the cause of the horses' injuries if the racetrack that needs to be improved;
WHEREAS, the Commission see merits for importance of supervising the high incidents of lameness/limping, those that are recidivist of the suspension/violation of these offenses particular to: (1) penalized limping/lameness horses that have gone on vacation for at least three (3) months (2) penalized limping/lameness horses with recurring lameness that can be attributed to the same condition (3) penalized limping/lameness horses with gross anatomical abnormalities especially those affecting the joints of the limbs must be required to UNDERGO x-ray and SUBMIT a Certification from a PHILRACOM accredited Veterinarian that they are fit to participate in the race/s or exercise before the said horses could be allowed to join the races. NOW THEREFORE, the PHILRACOM Board of Commissioners resolves, as it hereby resolved, that (1) penalized limping/lameness horses that have gone on vacation for at least three (3) months (2) penalized limping/lameness horses with recurring lameness that can be attributed to the same condition (3) penalized limping/lameness horses with gross anatomical abnormalities especially those affecting the joints of the limbs must be required to UNDERGO x-ray and SUBMIT a Certification from a PHILRACOM accredited Veterinarian that they are fit to participate in the race/s or exercise before the said horses could be allowed to join the races;
RESOLVED FURTHER, that this Resolution be published in the "kopya" and the Official Gazette and be announced in the television for proper guidance of those concerned prior to its implementation.
