BOARD OF STEWARDS CCTV

Excerpts from the minutes of the meeting of the Board of the Philippine Racing Commission (Philracom) held on 12th of September 2011 at 4th Floor Electra House Bldg.,Esteban St.,Makati City.

WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over all aspects of the conduct of horse racing, including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing as provided for by the Presidential Decree No. 420; HIcTDE

WHEREAS, as part of the said mandate, the Board of Stewards, under the Rules and Regulations on Horse Racing promulgated by the Philracom, has been investigating jockeys and other licensees who had committed infractions/violations of the Rules and Regulations on Horse Racing during the races;

WHEREAS, in order restore public confidence as well as ensure transparency and integrity in the investigation or inquiries conducted by the Board of Stewards during the races in relation to infractions/violations of the Rules and Regulations on Horse Racing, the same should be televised or monitored in a CCTV that will be accessible to the stakeholders of the industry;

WHEREAS, monitoring the investigations/inquiries in a CCTV will also afford the public the opportunity to assess the competence of the Board of Stewards (BOS) as well as the person being investigated on: more importantly the wisdom of the outcome/result of the investigation.

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, that investigations/inquiries conducted by the Board of Stewards of the Racing Clubs be televised or monitored in a CCTV in order to restore public confidence as well as ensure transparency and integrity in the said proceedings. EIcTAD

RESOLVED FURTHER, that this resolution be published in the Copia and the Official Gazette as well as be furnished the concerned parties for their proper guidance.
