PROCLAMATION NO. 2320

ESTABLISHING AS WATERSHED FOREST RESERVATION FOR THE PURPOSE OF PROTECTING, MAINTAINING OR IMPROVING ITS WATER YIELD FOR HYDROELECTRIC, IRRIGATION AND OTHER ECOLOGICAL ENHANCEMENT PURPOSES AND PROVIDING RESTRAINING MECHANISMS FOR INAPPROPRIATE LAND-USE AND FOREST EXPLOITATION, THE PARCEL OF LAND SITUATED IN THE MUNICIPALITIES OF TUBA, ITOGON AND BAGUIO CITY, PROVINCE OF BENGUET AND THE MUNICIPALITIES OF SAN MANUEL AND SAN NICOLAS, PROVINCE OF PANGASINAN, ISLAND OF LUZON, PHILIPPINES

WHEREAS, water supply and ecological enhancement of Lower Agno River catchment basin are indispensable to the socio-economic development and well-being of the Municipalities of Tuba, Itogon and Baguio City, Province of Benguet and the Municipalities of San Manuel and San Nicolas, Province of Pangasinan, including its adjacent municipalities and provinces;

WHEREAS, in order to ensure the adequacy and continuity of water supply, the watershed of the upper reached and tributaries of its important river channels must be properly protected, developed managed and precluded from inappropriate forest exploitation and land-use;

WHEREAS, reserving said parcel of land as watershed for hydroelectric, irrigation and other ecological enhancement purposes is to the best interest of the public;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, upon the joint recommendation of the Minister of Natural Resources and the Minister of Energy by virtue of the powers vested in me by the Constitution, do hereby withdraw from entry, sale, disposition or settlement and set aside as watershed for hydroelectric, irrigation and other ecological enhancement purposes, subject to private rights, if there be any, and to the operations of previous proclamations reserving any portion thereof for specific purposes, the parcel of public domain located in the Municipalities of Tuba, Itogon and Baguio City, Province of Benguet and the Municipalities of San Manuel and San Nicolas, Province of Pangasinan, Island of Luzon, more particularly described as follows:

From the Municipal Hall of San Manuel, Pangasinan, it being N 0' 30' W, 8,900.00 meters to a point marked "1" on plan.

Pursuant to the principles of co-managership in the management of the public forests and by virtue of P.D. 1749, the immediate watershed of the San Roque Multi-purpose Project (SRMPP) particularly described hereunder shall be under the administration, jurisdiction, management, supervision and control of the Ministry of Energy, through the National Power Corporation, to wit:

The boundaries of the immediate watershed of the San Roque Multi-purpose Project as described above shall be determined and established jointly on the ground by the Bureau of Forest Development and the National Power Corporation.
