PROCLAMATION NO. 2343
DECLARING AS A CIVIL RESERVATION FOR CULTURAL COMMUNITIES CERTAIN PARCELS OF LAND OF THE PUBLIC DOMAIN SITUATED IN SITIO MAPITA, MUNICIPALITY OF AGUILAR AND IN SITIO LACLAC, MUNICIPALITY OF SAN MANUEL, ALL WITHIN THE PROVINCE OF PANGASINAN, ISLAND OF LUZON
Upon the recommendation of the Minister of Natural Resources, and by virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby set aside as a civil reservation for cultural communities,. under the administration of the Presidential Assistant on National Minorities, subject to private rights, if any there be, and to the condition that the utilization of timber and other forest products found therein shall be subject to Forest and Internal Revenue Laws and Regulations, the parcels of land of the public domain containing an approximate area of FOUR HUNDRED NINETY SIX HECTARES AND TWENTY TWO square meters (496.22 has.) within L.C. Project 29, BF Map 698 situated in ,Sitio Mapita, Municipality of Aguilar and FOUR HUNDRED TWENTY SEVEN HECTARES (427 has.), more or less, within L.C. 13 — C, Blk 1, BF Map 673, situated in Sitio Laclac, San Manuel, all within the Province of Pangasinan, Island of Luzon with Technical Description as follows:

All boundaries are subject to actual survey by precise instrument and establishment of the permanent corners.
There are excluded from the operation of this proclamation a strip of 15 meters in width on each side of any public trail therein used as outlet for timber and other forest products, and a strip of 20 meters in width from the highest bank on each side of any stream bank protection.
All timber licenses, minor forest product licenses, ITPs, pasture lease agreements operating within this reservation shall be automatically cancelled and/or amended accordingly.
A development plan of the reservation shall be submitted within one year from the approval of this proclamation.
In the event this reservation is not developed within five (5) years from the approval of the proclamation the area covered thereby shall be reverted back to its former status as timberland.
