Establishment of Philippine Labor Centers in Certain Areas of Filipino Contract Workers' Concentration
Letter of Instructions No. 1122, issued by President Ferdinand E. Marcos on May 1, 1981, emphasizes the Philippine government's commitment to protecting overseas workers. It mandates the establishment of Philippine Labor Centers (PLCs) in areas with high concentrations of contract workers to provide welfare and legal assistance. These centers are tasked with aiding distressed workers, facilitating remittance services, offering legal support, and fostering cultural engagement among Filipino communities abroad. The PLCs will operate as subsidiaries of the Welfare Fund for Overseas Workers and will have the flexibility to establish local and overseas offices to effectively carry out their functions.
