DFA DEPARTMENT ORDER NO. 16-13
| SUBJECT | : | Establishment of a Temporary Passport Enrolment Center (TPEC) at the One-Stop Processing Center (OSPC) in Bongao, Tawi-Tawi |
Pursuant to Administrative Order No. 116 dated 14 March 2005 creating the One-Stop Processing Center (OSPC) for Displaced Persons and Deportees from Sabah, the Department of Foreign Affairs through the Office of Consular Affairs establishes a Temporary Passport Enrolment Center (TPEC) to facilitate passport issuance in Bongao, Tawi-Tawi with the following guidelines:
1. The TPEC Team:
a. Composition: Team Leader/Signing Officer, Collecting Officer with additional task as Special Disbursing Officer, 2 (two) Processors, 2 (two) Encoders, 1 (one) staff from RCO Zamboanga as Interpreter.
b. Rotation: Detailed personnel shall render a two-week continuous duty in Bongao.
2. Passport Guidelines:
a. Displaced Persons and Deportees from Sabah:
i. Birth Certificate duly authenticated by the National Statistics Office (under NSO Memorandum Circular 2013-02, Annex A) ECHSDc
ii. Department of Social Welfare and Development (DSWD) Certification attesting to the status of an applicant as a Sabah Repatriate
iii. National Commission on Muslim Filipinos (NCMF) Certificate of Tribal Affiliation
iv. Personal Appearance
v. Passport Validity: 5 years
vi. Passport Fee: Php950.00
vii. Releasing of Passports: The TPEC team will turn over passports to DSWD/DOLE for release to the applicants
b. Hajj Applicants:
i. NCMF Endorsement
ii. NCMF Certificate of Tribal Affiliation
iii. Joint Birth Affidavit
iv. Any ID with photo and date/place of birth
v. Personal Appearance
vi. Passport Validity: 1 year
vii. Releasing of Passports: Department Order 18-12 dated 10 July 2012 (Annex B) IECcaA
viii. Passport fee: Expedite processing: Php1,200.00
c. Regular Applicants:
The processing of regular passports is guided by the Philippine Passport Act of 1996 and its implementing rules and regulations, other relevant Department Orders, Circulars and Memoranda.
3. Funding: Funding for the TPEC shall come from the 2013 budget of the Department and the Passport Revolving Fund.
4. Effectivity: This Order shall be effective immediately.
