LETTER OF INSTRUCTIONS NO. 815

1. In implementation of the exchange of Notes on January 7, 1979 between the governments of the Republic of the Philippines and the United States of America, you are, in addition to your other duties, hereby designated Base Commander of both Clark Air Base and Subic Naval Base effective this date. cd i
2. As the Base Commander of these bases, you shall implement, on behalf of the Philippine government, the Military Bases Agreement of 1947, as previously amended, and as further amended by the above-mentioned exchange of Notes.
3. You shall assume command of Clark Air Base and Subic Naval Base effective February 16, 1979.
4. In the discharge of your responsibility as Base Commander, you shall be guided by the underlying principle of the full respect for Philippine sovereignty on the one hand and the assurance of unhampered operations of United States forces on the other consistent with the Agreement, and the need for maintaining harmonious relations between Philippine and United States forces.
