DESIGNATING THE REGIONAL DIRECTORS OF THE DEPARTMENT OF BUDGET AND MANAGEMENT AS LEAD IN THE ROLL-OUT OF PROCUREMENT TRAININGS IN THEIR RESPECTIVE REGIONS
WHEREAS, Section 63 of the Implementing Rules and Regulations Part A (IRR-A) of Republic Act No. (R.A.) 9184 mandates the Government Procurement Policy Board (GPPB) to establish a sustainable training program in order to develop the capacity of government procurement officers and employees, and to ensure the conduct of regular procurement training programs by and for procuring entities; cSITDa
WHEREAS, the GPPB, through its Technical Support Office (GPPB-TSO), entered into a Memorandum of Agreement (MOA) with the Philippine League of Local Budget Officers (PHILLBO) last 4 May 2004 to provide administrative support for the roll-out of procurement trainings to local governments;
WHEREAS, the GPPB-TSO, with financial support from the World Bank, conducted trainings for trainors comprised of representatives from the Department of Budget and Management (DBM), the Department of Interior and Local Government, the Commission on Audit, and the PHILLBO;
WHEREAS, the trainors became Composite Team Members (CTM), with the Regional Directors of the DBM as lead;
WHEREAS, the involvement and leadership of the DBM Regional Directors are instrumental in the roll-out of trainings;
WHEREAS, the MOA entered into between the GPPB-TSO and the PHILLBO needs to be revisited in order to acknowledge the role of the DBM Regional Directors and to improve the rules on the conduct of procurement trainings;
WHEREAS, the GPPB-TSO met with the CTMs of Regions II, IV-A, NCR, V, VI, VII, VIII, IX, and X from November 2006 to February 2007 in order to assess existing training arrangements with PHILLBO and to gather feedback on how to improve these arrangements;
WHEREAS, during the consultation held with DBM Regional Directors last 10 April 2007, concrete recommendations were proposed to improve the administrative system in the roll-out of trainings, including the formal designation of DBM Regional Directors as lead of the CTM and a clear delineation of their roles and responsibilities as such;
NOW, THEREFORE, for and in consideration of the foregoing, WE, the Members of the GOVERNMENT PROCUREMENT POLICY BOARD, by virtue of the powers vested on US by law, hereby RESOLVE to designate the DBM Regional Directors as lead of the CTM in their respective regions, subject to approval of the Secretary of Budget and Management; caEIDA
RESOLVED, FURTHER, that as the designated lead of the CTM, the DBM Regional Directors shall have the following roles and responsibilities:
(a) enter into Memorandum of Agreements with regional or local budget associations of the PHILLBO for the roll-out of procurement trainings in their respective regions in the form, and under the terms and conditions, prescribed in Annex A;
(b) advocate training of, and compliance with, R.A. 9184 and its IRR-A in their respective regions;
(c) supervise and manage the conduct of trainings;
(d) ensure the timely preparation and submission of training reports to the GPPB-TSO, including verification of financial statements against available records; and
(e) take custody and be personally responsible for training equipments provided to the CTM by the GPPB-TSO.
This resolution shall take effect immediately.
