On March 9, 2011, the Secretary of the Department of Environment and Natural Resources issued a memorandum instructing the suspension of applications and payments for Friar Lands due to issues and irregularities related to their disposition under Act 1120. The memorandum mandates regional offices to deny fraudulent applications, complete surveys of Friar Lands, and implement a computerization program for land records. Notably, the suspension does not apply to specific housing programs in Cavite. Compliance with these directives is required, and regional offices must submit monthly reports on their progress.

MEMORANDUM FROM THE SECRETARY

SUBJECT : Suspension in the Processing of Applications of Friar Lands

 

In view of the numerous issues involving the disposition of Friar Lands under Act 1120 (Friar Lands Act of 1904) and the reported cases of irregularities in the disposition of such lands, you are hereby instructed to suspend the processing of applications of Friar Lands and the acceptance of payment in your respective regions.

During the period of suspension, you are instructed to implement the following measures to improve the disposition of Friar Lands, to wit:

1. Deny all spurious and stale Friar Land applications;

2. Complete the survey or re-survey of all Friar Lands in your jurisdiction; and

3. The LMB to implement computerization program of Friar Land records under the Land Administration and Management System (LAMS).

The disposition of Friar Lands under the Department of Science and Technology (DOST) Housing Program in Molino, Cavite and the Armed Forces of the Philippines (AFP) Housing Program in Tanza, Cavite shall be excluded from the coverage of this suspension order.

The Regional Offices and the LMB shall submit a monthly report on their compliance of this Memorandum. TADIHE
