DECLARING CERTAIN AREAS IN BACOLOD CITY AS SIR SITES FOR UPGRADING UNDER THE REGIONAL CITIES DEVELOPMENT PROJECT

WHEREAS, the government initiated through Letters of Instructions 555, 557 and 686 a Slum Improvement and Resettlement (SIR) Program for the upgrading and rehabilitation of slums and blighted areas in urban growth centers such as Bacolod, Iloilo, Cebu, Cagayan de Oro and Davao, and instituted a program for assisting the urban poor in acquiring the land they occupy to resolve their land tenure;

WHEREAS, the City Government of Bacolod and the National Housing Authority have jointly committed to undertake the Slum Improvement and Resettlement (SIR) Program in Bacolod City under the Shelter Component of the Regional Cities Development Project (RCDP), to be partly financed by the World Bank under Urban IV, Project and Loan Agreement; cdt

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby declare the areas of Malalusan, Yulo Park, New Market, Barangay 1, Barangay 27, Santol and Singcang , all in Bacolod City, as areas for priority development under the SIR Program for immediate upgrading under the Regional Cities Development Project.
