PROCLAMATION NO. 2147
DECLARING 1983 AS THE UNIVERSITY OF THE PHILIPPINES DIAMOND JUBILEE YEAR AND PROVIDING FOR ITS COMMEMORATION
WHEREAS, the University of the Philippines is justly recognized as the country's premier institution of higher learning;
WHEREAS, moreover, the said University has established itself as one of the world's leading centers of learning making significant contributions to the fund of human knowledge and culture; casia
WHEREAS, as such institution, it has played, and — more than ever — continues to play, a vital and strategic role in the intellectual, scientific, cultural and moral life of the nation;
WHEREAS, in 1983 the said University will reach its seventy-fifth year of existence;
WHEREAS, in due recognition of its achievements and contributions and in order to enhance awareness of and support for its role, it is fitting and proper that the occasion be marked and commemorated by appropriate activities and festivities;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare 1983 as the "University of the Philippines (or U.P.) Diamond Jubilee Year".
A presidential commission is hereby created to formulate and effectuate a plan of activities for the occasion. It shall be composed of eleven members, who must be alumni of the University, to be appointed by me upon the recommendation of the President of the University who shall choose its chairman and vice-chairman.
The Postmaster General shall cause to be designed and printed and issue a special stamp commemorating the occasion.
To provide funds for the affair and the preparations therefor, the Minister of the Budget is hereby directed to release the sum of TWO MILLION PESOS (P2,000,000.00) out of the unappropriated funds in the National Treasury. At least TWO MILLION PESOS (P2,000,000.00) of this amount shall be released during the first quarter of 1982, the rest to be released in the first quarter of 1983. acd
