LETTER OF INSTRUCTIONS NO. 1514
CREATING A SYSTEM OF INCENTIVES FOR OUTSTANDING PERFORMANCE BY OVERSEAS EMPLOYMENT AGENCIES AND OTHER PARTICIPANT IN THE OVERSEAS EMPLOYMENT PROGRAM

You are hereby directed to establish a system of incentives for overseas employment agencies and other legitimate participants in the overseas employment program on the basis of their job generation and foreign exchange capabilities. Among others, this incentive system should include:
1. Exemption from travel tax while undertaking market development and promotion efforts;
2. Discounts from the national carrier during market development and promotion efforts;
3. Availment of incentives such as are being granted to service exporters under the Board of Investments; cd
4. A market subsidy scheme subject to performance guidelines.
This system of incentives shall be transmitted to the Office of the President within 60 days together with the implementing guidelines.
