LETTER OF INSTRUCTIONS NO. 1515
INITIATING AN INTEGRATED LIVELIHOOD AND ENTREPRENEURIAL PROGRAM FOR RETURNING OVERSEAS WORKERS AND THEIR FAMILIES

You are hereby directed to develop and implement an integrated livelihood and entrepreneurial program for overseas workers and their families with the view of harnessing and integrating their newly acquired skills, and capital into the national recovery effort. cd i
The Civil Aeronautics Board, the Commission on Immigration and Deportation and the Philippine Overseas Employment Administration are directed to establish the appropriate mechanisms for the monitoring and documentation of returning overseas workers.
The Ministry of Human Settlements, the National Economic Development Authority, the Ministry of Trade and Industry, Ministry of Agriculture and Food and the Office of Budget and Management are directed to identify and allocate resources for the successful implementation of the said program. The above mentioned offices should also consider the creation of an appropriate legal body for the purpose of obtaining donations from international agencies and host countries now employing overseas workers.
The Welfare Fund for Overseas Workers of the Ministry of Labor and Employment and the Technology Resource Center of the Ministry of Human Settlements shall each contribute one million pesos as initial funding for this program.
The Philippine Overseas Employment Administration shall serve as the Secretariat and National Coordinating Center.
