LETTER OF INSTRUCTIONS NO. 527
TO : All Concerned
WHEREAS, the solution formulated by Col. Muammer Al Ghaddafi, leader of the great First of September Revolution of the People Socialist Libyan Arab Jemeheriya, on the problems of Southern Philippines as presented in his telegram of March 18, 1977 addressed to President Ferdinand E. Marcos provided for the establishment of a provisional government;
WHEREAS, the solution provided that such a provisional government for the autonomy to be formed by a decision issued by the President of the Republic in which the concerned parties from the Moro Liberation Front and the inhabitants of the areas of the autonomy take part;
WHEREAS, there is a need for a creation of a body that will look into immediate preparation for a setting up of a provisional government in the area of autonomy;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby create an Ad Hoc Committee which shall perform the following functions:
1. To prepare for the organization of a provisional government in the area of autonomy;
2. To exercise the routinary functions necessary in the organization of a provisional government; and
3. To recommend to the President such actions as may be necessary to hasten the effective organization of the provisional government. casia
