The Administrator of Maritime Industry Authority is hereby directed to create and head an ad-hoc committee composed of the heads of the above-mentioned agencies for the purpose of reviewing the existing governmental requirements of clearances and/or permits relative to vessel operations and of recommending measures to streamline procedures and eliminate unnecessary red tapes. acd
The Committee's report and recommendation thereon shall be submitted to me on or before 28 February 1981.
This Letter of Instructions shall take effect immediately.
