Pursuant to the government's energy diversification program, the government has undertaken and promoted the undertaking of exploration and development of indigenous energy resources. One attractive energy resources is coal as exploration efforts show suitability and adequacy of supply for use in industry particularly the cement manufacturing sector. Exploration, blocking and mapping of reserves of coal have been completed or in the process of completion in many areas and decision on the timing of the development of these resources as well as attendant logistic support must now be made in relation to definite programs to convert oil fired industrial plants into coal fired plants. aisa dc
You are, therefore, constituted into an ad-hoc committee with the Minister of Energy as Chairman to study and submit for the approval of the President/Prime Minister within thirty (30) days from date hereof a concrete national plan regarding the development and production of coal as well as definitive timetable for the conversion into coal fired plants of suitable industrial plants, particularly cement plants; the sources of financing therefor and the required government assistance, if any.
