SUPREME COURT MEMORANDUM ORDER NO. 08-2016
CREATING THE 2017 JUDICIARY BUDGET COMMITTEE AND WORKING GROUPS
WHEREAS, the 1987 Constitution requires the President to submit to Congress a budget of expenditures and sources of financing, including receipts from existing and proposed revenue measures, as the basis of the annual general appropriations bill;
WHEREAS, the Judiciary submits through the Executive Department its yearly budget proposal for the consideration of Congress;
WHEREAS, the Judiciary has been instituting systems to streamline and professionalize its budgeting process, founded upon a results-based framework articulated in the Philippine Development Plan, to sustain its operational requirements and its reform initiatives;
WHEREAS, it is also necessary to ensure that 2017 judiciary budget continue to reflect the medium-term expenditure plan of the judiciary, for the inclusion of the full-term and annualized budgetary requirements of major investment programs and the annual operational requirements of the judiciary, for purposes of planning for resources and ensuring for continuity and results over a five (5)-year period from 2017 to 2021;
WHEREAS, to fully actualize these objectives, there is a need for the 2017 judiciary budget to be policy-driven and centrally-managed but participatory in nature where all levels and units participate in the planning, programming and budgeting exercise, and all members contribute and account for the resources allocated for their respective offices.
NOW THEREFORE, the 2017 Judiciary Budget Committee is hereby created and constituted as follows:

The Committee shall have the following duties:
1. Finalize the 2017 Judiciary Budget;
2. Submit the 2017 Judiciary Budget, as approved by the Court en banc, to the Congress through the Department of Budget and Management;
3. Conduct the 2017 budget defense of the Judiciary; and
4. Conduct other functions as delegated by the Court.
The Budget Review Working Group shall have the following duties:
1. Conduct of an executive review of 2017 programs and budget submissions;
2. Recommend budget resolutions to the Committee;
3. Prepare the forms and other necessary materials for the 2016 budget defense of the Judiciary; HEITAD
4. Develop mechanisms for appropriate attribution of gender-related initiatives, including the determination of all the necessary resource requirements to implement them; and
5. Conduct other functions as delegated by the Committee and the Court.
The Data Reconciliation Working Group shall have the following duties:
1. Review and collate all relevant data available in the Judiciary, for purposes of preparing the 2017 Judiciary Budget;
2. Standardize data and statistics to be used by the Budget Committee;
3. Prepare the Judiciary Data Handbook and other necessary materials for the 2017 budget defense of the Judiciary; and
4. Conduct other functions as delegated by the Committee and the Court.
The Chairperson, Members, Members of the Secretariat of the Committee, and Members of the Technical Working Groups, including those who have rendered service as part of the said Committee prior to the issuance of this Memorandum Order, shall receive the usual expense allowances.
This Memorandum Order shall take effect upon its issuance this 27th day of January 2016.
