Copies of Orders of Inhibition and Disqualification
OCA Circular No. 73-09, issued on June 10, 2009, outlines new procedures for judges and clerks of courts in the Seventh Judicial Region regarding the submission of reports and orders related to inhibition and disqualification. It mandates that monthly and semestral case reports be sent directly to the Supreme Court's Statistical Reports Division, rather than the Regional Court Administration Office (RCAO). Additionally, any orders concerning judicial inhibition or disqualification must also be submitted directly to the Supreme Court through the Office of the Court Administrator, bypassing the RCAO to avoid delays. Compliance with these directives is required to ensure timely processing and recommendations.

OCA CIRCULAR NO. 73-09
TO : All Judges and Clerks of Courts of the First and Second Level Courts in the Seventh Judicial Region
RE : Copies of Orders of Inhibition and Disqualification
In the Memorandum of this Office dated 5 May 2009 addressed to all judges and clerks of courts of all courts in the Seventh Judicial Region, it was clarified and directed that the monthly reports of cases and semestral inventory report of cases should be submitted not to the Regional Court Administration Office-Region 7 but DIRECTLY to the Supreme Court through the Statistical Reports Division, Court Management Office, OCA. RCAO-7 shall only be furnished with copies of the reports. STcHDC
Further to this, copies of orders in matters of inhibition or disqualification requiring administrative intervention, such as the designation of another judge in place of the inhibiting or disqualified judge, should be submitted DIRECTLY to the Supreme Court through the Office of the Court Administrator. The practice of referring these matters to the RCAO has only resulted in delay in the submission of appropriate recommendations by the OCA to the Court.
For strict compliance.
(SGD.) JOSE P. PEREZCourt Administrator
