Supreme Court Administrative Circular No. 57-89 mandates that all clerks of court in the Philippines must provide certified true copies of decisions, resolutions, and orders upon their promulgation to the involved parties, addressing difficulties caused by previously providing only plain copies. This requirement aims to facilitate the filing of petitions for review in compliance with existing court rules. The initial certified copies will be provided at no cost, while requests for additional copies will incur appropriate legal fees. The circular took effect immediately upon issuance on November 19, 1989.

TO : All Clerks of Court, Division Clerks of Court of the Court of Appeals, Sandiganbayan and Court of Tax Appeals, Clerks of Court and Branch Clerks of Court of the Regional Trial Courts, Shari'a District Courts, Metropolitan Trial Courts in Cities, Municipal Trial Courts, Municipal Circuit Trial Courts and Shari'a Circuit Courts 
     
SUBJECT : Issuance of Certified True Copies of Decisions and Orders

 

1. All Clerks of Court, Division Clerks of Court, and Branch Clerks of Court must issue certified true copies of all decisions, resolutions and orders duly signed and promulgated by their respective Courts being initially transmitted and furnished the parties, including orders promulgated in open court; aisa dc

2. The practice of merely furnishing the parties plain copies has posed difficulties to parties desiring to file petitions for review whenever the Rules of Court and existing circulars require the submission of certified true copies.

3. The certified true copies initially furnished the parties upon promulgation of the decision, resolution, or orders shall be without cost. Request for additional certified true copies shall be complied with upon payment of appropriate legal fees.
