Conversion of Provincial Road in Solana, Cagayan to a National Road
Republic Act No. 10402, enacted on March 19, 2013, converts a provincial road traversing several barangays in Solana, Cagayan, and leading to Barangay Macutay in Rizal, Kalinga, into a national road. This conversion places the road under the jurisdiction of the Department of Public Works and Highways (DPWH), which is responsible for its improvement, repair, and maintenance. Funding for these activities will be allocated in the annual General Appropriations Act. The Act will take effect 15 days after its publication in the Official Gazette or in two widely circulated newspapers.

REPUBLIC ACT NO. 10402
AN ACT CONVERTING THE PROVINCIAL ROAD TRAVERSING THE BARANGAYS OF GADU, CALLILAUAN, CARILUCUD, UBONG PAROG-PAROG, BANTAY, NABBOTUAN AND PALAO, ALL IN THE MUNICIPALITY OF SOLANA, CAGAYAN GOING TO BARANGAY MACUTAY OF RIZAL, KALINGA INTO A NATIONAL ROAD AND APPROPRIATING FUNDS THEREFOR
SECTION 1. Conversion of Provincial Road. — The provincial road traversing the barangays of Gadu, Callilauan, Carilucud, Ubong, Parog-Parog, Bantay, Nabbotuan and Palao, all in the Municipality of Solana, Cagayan, going to Barangay Macutay of Rizal, Kalinga is hereby converted into a national road under the jurisdiction and supervision of the Department of Public Works and Highways.
SECTION 2. The Secretary of Public Works and Highways shall include in the Department's program the improvement, repair and maintenance of the said road, the funding of which shall be included in the annual General Appropriations Act.
SECTION 3. Effectivity. — This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in two (2) newspapers of general circulation.
