Clarification on the Ratio of Raffle of Cases for Statutorily Created Family Courts and Designated Family Courts
OCA Circular No. 101-2022 clarifies the distribution ratio for family cases between statutorily created Family Courts and designated Family Courts in the Philippines. The established ratio is 2:1, meaning two family cases will be assigned to the statutorily created Family Court for every one case assigned to a designated Family Court. This ratio remains consistent even if there are multiple designated Family Courts within a station. The Court Administrator has the authority to modify this ratio or establish different procedures as needed, without prior approval from the Court.

Acting on several inquiries and requests for clarification on the ratio of distribution of family cases in stations with statutorily created and designated family courts, and pursuant to the Resolution dated 27 July 2021 of the Court En Banc in A.M. No. 21-07-06-SC which authorized the Court Administrator to directly modify the ratio of the raffle of cases in court stations and/or prescribe a different procedure in the raffle of cases whenever it is determined to be necessary, without having to submit the matter to the Court for approval, family cases shall be distributed in the proportion of 2:1, that is, two (2) family cases for the statutorily created Family Court and one (1) family case to the designated Family Court, unless a different raffle scheme is prescribed by this Office or by the Court.
If there are two (2) designated Family Courts in a station, then the ratio of the raffle will be 2:1. The same ratio will be followed when the number of designated Family Courts is more than two (2). Thus, and for every round, a statutory Family Court will get two (2) family cases, and the designated Family Courts will have one (1) family case each.
