OCA CIRCULAR NO. 159-2021

| SUBJECT | : | Certificate of Authority to Bear, Carry, and Transport Firearms for Purposes of the May 9, 2022 National and Local Elections |
With clearance from Chief Justice Alexander G. Gesmundo, and to facilitate the gun ban exemption of Justices and Judges categorized as high-risk individuals in accordance with Rule IX, Section 22 (a) (iv) of the COMELEC Resolution No. 10728, and in view of the upcoming gun ban from 09 January 2022 to 08 June 2022, all qualified members of the Judiciary who intend to apply for a Certificate of Authority (CA) authorizing the bearing, carrying, or transporting of firearms during the election period SHALL ACCOMPLISH the Request Form for Certificate of Authority appended herewith as Annex "A" and SUBMIT the same to [email protected] on any day from Monday to Thursday commencing on 27 December 2021 until 19 May 2022. Justices and Judges who already sent their requests for a CA to the Office of the Court Administrator (OCA) prior to the issuance of this circular are requested to observe the same procedure.
The OCA shall endorse to the Committee on the Ban on Firearms and Security Concerns Secretariat (CBFSC) every Friday of a given work week, except holidays, the certified list of Justices and Judges who wish to apply for a CA. Note that the said certified list is in lieu of the documentary requirements of individual applicants. Thereafter, the CBFSC shall transmit to the OCA all issued CAs for distribution to the concerned members of the Judiciary. 1
Per clarification from the COMELEC, no administrative processing fee is required for the application of a CA by Justices and Judges when coursed through the OCA.
