Availment of Computer and Motorcycle by All Court Employees
On June 20, 2006, the Philippine Supreme Court resolved to expand the coverage of the Supreme Court Motorcycle and Computer Acquisition Program (SC-MCAP) to include all court employees for computer loans, while denying motorcycle loans to utility workers. The resolution earmarked ?20 million for the new Computer Acquisition Program for Rank and File (CAPRF), excluding certain positions already covered under a separate laptop program. Additionally, it amended guidelines by removing the requirement for an insurance policy and increasing the age limit for loan eligibility from 59 to 62 years. Finally, the membership of the SC-MCAP Secretariat was increased from two to three to facilitate loan application processing.

RE: AVAILMENT OF THE COMPUTER AND MOTORCYCLE LOAN BY ALL THE COURT EMPLOYEES FROM THE CLERK OF COURT TO THE UTILITY WORKERS
RESOLUTION
Considering the undated facsimile message of Rosita D. Amidola, Clerk of Court II, MTC, Calape, Bohol, in behalf of the Philippine Association of Court Employees (PACE) requesting the expansion of the coverage of the Supreme Court Motorcycle and Computer Acquisition Program (SC-MCAP) to include all court employees from the clerks of court down to the utility workers provided that they have appropriate net take home pay; and the comment and recommendation of the Office of the Court Administrator thereon; and, considering further the exigencies of the service/nature of the work, the Court resolved to:
1. DENY the extension of the motorcycle loan to the utility workers;
2. GRANT the expansion of the coverage of the SC-MCAP as to computer loan to all court employees excluding Sheriffs/Process Servers and those officials and employees already included in the coverage of the laptop program of the Court under A.M. No. 05-8-18-SC; and for this purpose, EARMARK and DEPOSIT in a separate account for separate project, Computer Acquisition Program for Rank and File (CAPRF), the amount of TWENTY MILLION PESOS (P20,000,000.00) as funding therefor subject to the same limitations provided for in A.M. No. 05-8-18-SC;
3. AMEND the prevailing guidelines for the computer loan to the effect that the requirement of the insurance policy is dispensed with and the age limit for the availment of the said computer loan is raised from 59 to 62 years old; and
4. INCREASE the membership of the Secretariat of SC-MCAP from two to three to expedite the processing of the loan applications who shall be designated by the Chief Justice. cIHCST
