TESDA RESOLUTION NO. 003-17
APPROVING AND PROMULGATING THE POLICY ON THE INSTITUTIONALIZATION OF ENTREPRENEURSHIP IN TECHNICAL VOCATIONAL EDUCATION AND TRAINING PROGRAMS
WHEREAS, Section 8 of Republic Act No. 7796 states that the Authority shall primarily be responsible for formulating, continuing, coordinated and fully integrated technical education and skills development policies, plans and programs;
WHEREAS, Section 8 (1) of the TESDA Act mandates the TESDA Board to promulgate after due consultation with industry associations, employers, workers, policies, plans, programs and guidelines as maybe necessary for the efficient implementation of the Act;
WHEREAS, Section 23 of the law further provides that "The Authority shall design and administer training programs and schemes that will develop the capabilities of public and private institutions to provide quality and cost-effective technical education and skill development and related opportunities. Such training programs and schemes shall include teacher's trainors' training, skill training for entrepreneur development and technology development, cost effective training in occupational trades and related fields of employment, and value development as an integral component of all skills training programs."
WHEREAS, Section 2a of the Republic Act No. 9501 or the Magna Carta for Micro, Small, and Medium Enterprises states that "intensifying and expanding programs for training in entrepreneurship and for skills development for labor."
WHEREAS, Section 4, Youth Entrepreneurship and Financial Literacy Program of the Republic Act No. 10679 or the Youth Entrepreneurship Act states that "the promotion of youth entrepreneurship and financial literacy program shall be inculcated in all levels of education nationwide. . . . The Commission on Higher Education (CHED) and the Technical Education and Skills Development Authority (TESDA) shall ensure the promotion of programs on entrepreneurship and financial literacy."
WHEREAS, during the 25th and 27th TESDA Board Direction Setting (TB-DS) Committee held on 13 September 2016 and 25 January 2017, respectively, the aforementioned policy proposal on the institutionalization of entrepreneurship in technical vocational education and training (TVET) programs was deliberated and favourably endorsed for promulgation;
NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED that the TESDA Board in its meeting today 03 February 2017 at 2:30 p.m., hereby declares that TESDA shall continue to pursue, implement, and sustain Entrepreneurship Development and related programs that are geared towards enhancing the productive capacity and employability of technical vocational education and training graduates;
BE IT RESOLVED FURTHER, that a Working Group (WG)/Special Committee spearheaded by the TESDA Board and with the participation of the TESDA Secretariat, is hereby created to review, consolidate, integrate, and harmonize existing entrepreneurship and to develop new programs in TVET that will create a more comprehensive framework to produce a relevant, efficient and effective entrepreneurship education.
This Working Group was created as recommended during the 25th Direction Setting Committee meeting hold on 13 September 2016 in response to Secretary Mamondiong's directive to pursue entrepreneurship education as a means to address poverty alleviation.
