TESDA RESOLUTION NO. 028-15

APPROVING THE AMENDMENTS TO THE OMNIBUS GUIDELINES ON PROGRAM REGISTRATION UNDER THE UNIFIED TVET PROGRAM REGISTRATION AND ACCREDITATION SYSTEMS (UTPRAS) OR THE TESDA CIRCULAR 45 S. OF 2007

WHEREAS, Section 8 of the Republic Act No. 7796 otherwise known as the TESDA Act of 1994, mandates that TESDA through TESDA Board, establish and administer a system of accreditation of both public and private institutions;

WHEREAS, in the 16th TESDA Board Meeting which was held last 23 January 1998, the TESDA Board considered and approved Board Resolution No. 1998-03 "Establishment of a Unified TVET Program Registration and Accreditation System";

WHEREAS, in the 28th TESDA Board Meeting which was held last 25 April 2000, the TESDA Board considered and approved Board Resolution No. 2000-03 "Approving the Adoption of Omnibus Amendatory Guidelines in the Establishment of the Unified TVET Program Registration and Accreditation System";

WHEREAS, in the 39th TESDA Board Meeting which was held last 4 September 2003, the TESDA Board considered and approved Board Resolution No. 2003-17 "Approving and Adopting the Unified Technical Vocational Education and Training Program Registration and Accreditation System (UTPRAS) Guidelines on Sanctions and Penalties";

WHEREAS, in the 59th TESDA Board Meeting which was held last December 19, 2007, the TESDA Board considered and approved Board Resolution No. 2007-52 "Approving and Promulgating the Omnibus Guidelines on Program Registration in the Unified TVET Program Registration and Accreditation System (UTPRAS) and directed TESDA Board Secretariat to issue the corresponding TESDA Circular No. 45 S. of 2007;

WHEREAS, there is a need to update policies and guidelines to align these with current developments and for continuous improvement to assure Quality TVET System and to ensure the delivery of quality TVET programs to the public; HTcADC

WHEREAS, during the 3rd, 4th and Special Support to TVET Provision Committee TESDA Board-TESDA Secretariat Consultation Meetings held last September 23, November 2 and 11, 2015 respectively, a proposed Amended Omnibus Guidelines on Program Registration under the Unified TVET Program Registration and Accreditation System (UTPRAS) was deliberated and discussed;

WHEREAS, during the 91st EXCOM-TESDA Board Meeting held last 14 December 2015, the said Amended Omnibus Guidelines was discussed further and favorably endorsed for consideration and endorsement to the TESDA Board.

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the TESDA Board in its meeting today, 16 December 2015, approves the amendments to the Omnibus Guidelines on Program Registration under the Unified TVET Program Registration and Accreditation System (UTPRAS), as herein appended;

BE IT RESOLVED FURTHER, that (1) the Board directs the TESDA Director General to issue the corresponding TESDA Circular; (2) that copies of this Resolution and guidelines be disseminated to all concerned;

BE IT RESOLVED FINALLY, that the Amended Omnibus Guidelines on Program Registration under the Unified TVET Program Registration and Accreditation System (UTPRAS) shall be effective fifteen (15) days upon its publication.
