EXECUTIVE ORDER NO. 83
APPROVING AND ADOPTING THE NATIONAL TECHNICAL EDUCATION AND SKILLS DEVELOPMENT PLAN 2018-2022
WHEREAS, under Section 21 of Republic Act No. 7796, otherwise known as the "Technical Educational and Skills Development Act of 1994," the Technical Education and Skills Development Authority (TESDA) is directed to formulate a comprehensive development plan for middle-level manpower, based on a national employment plan or policy for the optimum allocation, development and utilization of skilled workers for employment entrepreneurship, and technology development for economic and social growth;
WHEREAS, the National Technical Education and Skills Development Plan (NTESDP) 2018-2022 was crafted pursuant to "AmBisyon Natin 2040" and the Philippine Development Plan 2017-2022 and envisions a "Vibrant Quality Technical Vocational Education and Training (TVET) for Decent Employment and Sustainable Inclusive Growth," to mobilize, galvanize and strengthen the TVET sector in order to attain global competitiveness and workforce readiness, as well as social equity for workforce inclusion and poverty reduction;
WHEREAS, the NTESDP 2018-2022 shall serve as a blueprint of the TVET sector in coming up with responsive policies and implementing programs in support of the broader goals and objectives of the National Government;
NOW, THEREFORE, I, RODRIGO ROA DUTERTE, President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby order:
SECTION 1. Approval and Adoption of the NTESDP 2018-2022. — The NTESDP 2018-2022 is hereby approved. All national government agencies and instrumentalities are hereby enjoined, and all local government units, as well as the private sector, are hereby encouraged to adopt, disseminate and support the implementation of the NTESDP 2018-2022, and refer to the same in the development and implementation of their respective TVET programs, projects and policies.
SECTION 2. Implementation, Coordination and Monitoring. — The TESDA is hereby directed to:
a) Ensure that all skills development programs and schemes conform with the quantitative and qualitative objectives of the NTESDP 2018-2022 and all skills trainings and development are aligned with the Philippine Qualifications Framework and all instituted national standards; ITAaHc
b) Monitor the implementation of the NTESDP 2018-2022, and conduct periodic assessment to evaluate its efficiency and effectivity; and
c) Submit, through the Department of Trade and Industry, semi-annual reports to the Office of the President on the implementation of the NTESDP 2018-2022.
SECTION 3. Funding. — The necessary funding for the implementation of the NTESDP 2018-2022 shall be sourced from appropriations intended for the skills development and training programs of the TESDA and the respective budgets of concerned NGAs, subject to applicable budgeting, auditing and accounting rules and regulations.
SECTION 4. Separability. — Should any provision of this Order be declared invalid or unconstitutional, the other provisions not affected thereby shall remain valid and subsisting.
SECTION 5. Repeal. — All other issuances inconsistent with the provisions of this Order are hereby repealed or modified accordingly.
SECTION 6. Effectivity. — This Order shall take effect immediately.
