EXECUTIVE ORDER NO. 14
APPROVING AND ADOPTING THE PHILIPPINE DEVELOPMENT PLAN FOR THE PERIOD 2023-2028
WHEREAS, Executive Order (EO) No. 5 (s. 2016) adopted the long-term vision entitled AmBisyon Natin 2040 as a guide for development planning from 2016 to 2040 to enable Filipinos to attain a "matatag, maginhawa at panatag na buhay";
WHEREAS, the United Nations General Assembly, of which the Philippines is a member, adopted Resolution No. 70/1 on 25 September 2015, laying down seventeen (17) Sustainable Development Goals that aim to eradicate poverty and promote inclusive and sustainable growth for all, as part of the 2030 Agenda for Sustainable Development;
WHEREAS, the President's 8-Point Socioeconomic Agenda seeks to reinvigorate job creation and accelerate poverty reduction while addressing the issues brought by the COVID-19 pandemic;
WHEREAS, the 2022-2028 Medium-Term Fiscal Framework (MTFF) aims to attain short-term macro-fiscal stability while remaining supportive of economic recovery, and promote medium-term fiscal sustainability by consolidating and utilizing government resources to gain maximum benefit for the economy;
WHEREAS, to ensure the achievement of the goals stated in AmBisyon Natin 2040, the 2030 Agenda for Sustainable Development, the President's 8-Point Socioeconomic Agenda, and the 2022-2028 MTFF, coherent strategies and policies were incorporated in the Philippine Development Plan (PDP) 2023-2028;
WHEREAS, the PDP 2023-2028, as the second medium-term plan anchored on AmBisyon Natin 2040, aims to bring back the country to a high-growth trajectory and more importantly, enable economic and social transformation for a prosperous, inclusive and resilient society;
WHEREAS, the PDP 2023-2028 was approved by the National Economic and Development Authority (NEDA) Board on 16 December 2022, following a series of Cabinet-level and technical inter-agency discussions and stakeholder consultations;
WHEREAS, to support the PDP, there is a need to identify the priority programs and projects that will be carried out by agencies for the period 2023-2028, embodied in the Public Investment Program (PIP) 2023-2028; and
WHEREAS, the successful implementation of the PDP and PIP rests on the support of all the stakeholders;
NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by law, do hereby order:
SECTION 1. Adoption, Dissemination, and Implementation of the PDP 2023-2028. — All national government agencies, government-owned or -controlled corporations (GOCCs), government financial institutions (GFIs), other national government offices and instrumentalities, government corporate entities (GCEs), state universities and colleges (SUCs), and local government units (LGUs), whether or not they receive funding support through the General Appropriations Act (GAA), are hereby directed to adopt and disseminate the PDP 2023-2028 and undertake efforts leading to its full implementation.
SECTION 2. Alignment of Agency Programs and Projects with the PDP 2023-2028. — All national government agencies, GOCCs, GFIs, other national government offices and instrumentalities, GCEs, SUCs, and LGUs are hereby directed to align their budgetary and departmental/corporate programs with the strategies and activities identified in the PDP 2023-2028.
SECTION 3. The PIP 2023-2028. — In the submission of their priority programs and projects, all heads of national government agencies, GOCCs, GFIs, other national government offices and instrumentalities, GCEs, and SUCs are hereby instructed to adhere to the 07 October 2022 PIP Formulation Guidelines issued by the NEDA.
The formulation of the PIP 2023-2028 shall be completed by the first quarter of 2023 and updated annually or when deemed necessary by the NEDA.
SECTION 4. PDP and PIP Monitoring and Reporting. — The NEDA Secretariat shall work together with various implementing agencies for the prioritization and sequencing of identified strategies, policies, programs, and projects, including proposed legislation. The monitoring of outcomes and implementation shall be reported regularly to the appropriate NEDA Board Inter-Agency Committees (IACs), Cabinet Sectors, and other existing IACs of the government.
All national government agencies, GOCCs, GFIs, other national government offices and instrumentalities, GCEs, and SUCs, are hereby directed to submit to the NEDA Board, through the NEDA Secretariat, the agency performance/accomplishment reports with respect to the outcomes and outputs identified in the PDP and PIP, in the format and frequency prescribed by the NEDA Secretariat. The NEDA Secretariat shall prepare the Socioeconomic Report to present the accomplishments of outputs and outcomes and recommend policy directions moving forward.
SECTION 5. Additional Issuances. — The NEDA Secretary is hereby authorized to issue such memoranda, circulars, or other orders as may be considered necessary or advisable in the coordination of the implementation, monitoring, assessment, and updating of the PDP and PIP.
SECTION 6. Funding. — The Department of Budget and Management shall provide the necessary budgetary support for the implementation, monitoring, assessment, and updating of the PDP and PIP. The appropriations necessary for the continued implementation of this Order for the succeeding years shall be prepared in accordance with regular government budget procedures and shall be included in the budget of the concerned departments, agencies, and instrumentalities of the national government, under the annual GAA.
SECTION 7. Separability. — If any section or part of this Order is declared to be unconstitutional or invalid, the other sections or provisions not otherwise affected shall remain in full force and effect.
SECTION 8. Repeal. — All other orders, guidelines, rules, regulations, and issuances or parts thereof, which are inconsistent with the provisions of this Order are hereby repealed or modified accordingly.
SECTION 9. Effectivity. — This Order shall take effect immediately.
