ACT NO. 3912

AN ACT MAKING APPROPRIATIONS FOR PUBLIC WORKS

SECTION 1. The following sums, or so much thereof as may be necessary, are hereby appropriated out of any funds in the Insular Treasury not otherwise appropriated, to be at the disposal of the Director of Public Works, subject to the approval of the Secretary of Commerce and Communications and the provisions hereinafter set forth, for the purposes mentioned hereunder:

A.	CONSTRUCTION, IMPROVEMENT, REPAIR, AND MAINTENANCE OF
	PUBLIC BUILDINGS AND OTHER UNCLASSIFIED PROJECTS

(a)	For the maintenance, alteration, improvement and
	repair of public buildings and monuments, including
	upkeep of adjacent grounds: Provided, That this
	fund shall not be used to improve, alter, or repair a
	building in such manner, as to make it appear
	practically new: Provided, further, That P5,000 of
	this sum shall be disbursed for repairing the buildings
	and upkeep of grounds of Regan Barracks at
	Legaspi, Albay; P5,000 for the repair and upkeep of
	Laoag Normal School, Ilocos Norte, and P5,000 for
	the repair and upkeep of Cabanatuan Constabulary
	Barracks, Nueva Ecija	P370,000.00

(b)	For the construction, improvement, and repair of the
	following agricultural schools in regularly organized
	provinces:

	1.	Agricultural school of Central Luzon, Muñoz,
		Nueva Ecija	5,000.00
	2.	Agricultural school of Lagangilang, Abra including
		purchase of land and irrigation system	5,000.00
	3.	Agricultural school of Guinobatan, Albay: Provided,
		That any portion of this sum may also be used for the
		completion of the Guinobatan Central School, on
		recommendation of the division superintendent	5,000.00
	4.	Agricultural school of Bilar, Bohol	5,000.00

	province or municipality concerned to cover one-third
	of the cost of each well requested before drilling operations

	further, That any province or municipality, which, by virtue
	of the provisions of this Act, shall incur the expense of an

	waterworks, drainage and sewer system projects, whenever
	the province or municipality concerned shall appropriate
	funds to cover the cost of one-third of the work prior to
	the release of the Insular aid authorized by this Act:
	Provided, That no municipality shall be entitled to receive
	more than P25,000 a year as aid: Provided, further, That in
	the case of a provincial or municipal project benefiting or
	covering two or more municipalities, each municipality
	concerned shall be entitled to said P25,000 aid: And provided,
	finally, That the sum of P10,000 shall be released for the
	construction of Bucay Waterworks, Abra, and P18,000 for
	the construction of the Bantayan Waterworks, Cebu, the
	above requirements notwithstanding; the sum of P25,000
	shall be set aside for the construction of Malasiqui Waterworks,
	Pangasinan; the sum of P8,000 for the construction of Santa
	Maria Waterworks, Laguna; the sum of P12,000 for the
	extension of the waterworks system to the College of

SECTION 2. Items 3 and 4, paragraph (e), subsection A, section 1, for the Province of Occidental Misamis of Act Thirty-eight hundred and thirteen, known as the Public Works Act for nineteen hundred thirty-one, are hereby repealed and appropriated for the following school projects, to wit: For additional rooms to Oroquieta Elementary School, Occidental Misamis, three thousand pesos (P3,000); and for Oroquieta Home Economics Building, Occidental Misamis, four thousand pesos (P4,000). SECTION 3. All balances of the several appropriations made by this Act the destination of which has not been determined by proper authority on December thirty-first, nineteen hundred and thirty-two, and all balances of appropriations remaining free or unexpended on July thirty-first, nineteen hundred and thirty-three, shall revert to the unappropriated funds in the Insular Treasury, and thereafter shall not be available for expenditure except upon appropriation by the Legislature.

SECTION 4. The sums appropriated in paragraphs (a), (i), (ll), (m), (u), (p), (q), (s), (u), (v), (w), and (x) shall be distributed in the discretion of the Secretary of Commerce and Communications, but those appropriated in the other paragraphs shall be available for immediate expenditure by the Director of Public Works: Provided, however, That in all construction works to be undertaken by the Government that require the use of cement, it shall be compulsory, the provisions of existing laws to the contrary notwithstanding, the use of cement manufactured by companies financed by the Government, except in those cases in which for reasons of cost, price and transportation, the use of other cement manufactured in the Philippines as verified by the Insular Auditor is more advantageous.

SECTION 5. This Act shall take effect on January first, nineteen hundred and thirty-two.

AN ACT MAKING APPROPRIATIONS FOR PUBLIC WORKS

A.	CONSTRUCTION, IMPROVEMENT, REPAIR, AND MAINTENANCE OF

	may be appointed as gagekeepers and rain observers under

	Government employment, upon recommendation of the

D.	ARTESIAN WELLS AND WATERWORKS
(p)	For the drilling of artesian wells by the Bureau of Public
	Works, including the purchase and maintenance of well-
	drilling equipment and expenses incurred in previous years	130,000.00
	Provided, That funds shall be appropriated by the
	province or municipality concerned to cover one-third
	of the cost of each well requested before drilling operations
	are undertaken by the Bureau of Public Works, and that
	upon certification by the Director of Public Works of the
	cost of a well, the province or municipality concerned
	shall pay each share into the Insular Treasury: Provided,
	further, That any province or municipality, which, by virtue
	of the provisions of this Act, shall incur the expense of an
	artesian well resulting in a failure, shall have the amount
	expended reimbursed from this appropriation.
(q)	For the construction of insular, provincial, and municipal
	waterworks, drainage and sewer system projects, whenever
	the province or municipality concerned shall appropriate
	funds to cover the cost of one-third of the work prior to
	the release of the Insular aid authorized by this Act:
	Provided, That no municipality shall be entitled to receive
	more than P25,000 a year as aid: Provided, further, That in
	the case of a provincial or municipal project benefiting or
	covering two or more municipalities, each municipality
	concerned shall be entitled to said P25,000 aid: And provided,
	finally, That the sum of P10,000 shall be released for the
	construction of Bucay Waterworks, Abra, and P18,000 for
	the construction of the Bantayan Waterworks, Cebu, the
	above requirements notwithstanding; the sum of P25,000
	shall be set aside for the construction of Malasiqui Waterworks,
	Pangasinan; the sum of P8,000 for the construction of Santa
	Maria Waterworks, Laguna; the sum of P12,000 for the
	extension of the waterworks system to the College of
	Agriculture at Los Baños, Laguna; the sum of P20,000 for
	the construction of Cabogao Waterworks, Ilocos Sur, and
	P25,000 for the construction of Narvacan Waterworks,
	Ilocos Sur		P350,000.00
