AN ACT MAKING APPROPRIATIONS FOR PUBLIC WORKS

SECTION 1. The following sums, or so much thereof as may be necessary, are hereby appropriated out of any funds in the Insular Treasury not otherwise appropriated, to be at the disposal of the Director of Public Works, subject to the approval of the Secretary of Commerce and Communications and the provisions hereinafter set forth for the purposes mentioned hereunder:

A. COMPLETION AND MAINTENANCE OF PUBLIC BUILDINGS AND OTHER UNCLASSIFIED PROJECTS

(a)	For the maintenance, alteration, improvement, and repair of

D. ARTESIAN WELLS AND WATERWORKS

	province or municipality concerned to cover one-third
	of the cost of each well requested before drilling operations
	are undertaken by the Bureau of Public Works; and that

	further, That any province or municipality which by
	virtue of the provisions of this Act shall incur the
	expense of an artesian well resulting in a failure,
	shall have the amount expended reimbursed from
	this appropriation.

	projects, whenever the province or municipality
	concerned shall appropriate funds to cover the
	cost of one-third of the work prior to the release

SECTION 2. All balances of the several appropriations made by this Act the destination of which has not been determined by proper authority on July thirtieth, nineteen hundred and twenty-six, and all balances of appropriations remaining unexpended on July thirtieth, nineteen hundred and twenty-seven, shall revert to the unappropriated funds in the Insular Treasury, and thereafter shall not be available for expenditure except upon appropriation by the Legislature.

SECTION 3. The sums appropriated by paragraphs (a), (c), (m), (r), (t), (v), (w), (aa), (cc), (dd), and (ee-4) shall be distributed in the discretion of the Secretary of Commerce and Communications, but those appropriated in the other paragraphs, except those of paragraph (ee), shall be available for immediate expenditure by the Director of Public Works: Provided, however, That in all the constructions above specified and in any others which may be undertaken by the Insular Government or by any provincial or municipal government, in which it is necessary to use cement, the use of cement manufactured by the company or companies financed by the Government shall be obligatory whenever such cement is available.

SECTION 4. This Act shall take effect on January first, nineteen hundred and twenty-six.
