Appropriation of Sum from the Reserves of the State Insurance Fund for Assistance to Hospitals

LETTER OF INSTRUCTIONS NO. 1318

AUTHORIZING THE APPROPRIATION OF FIFTEEN MILLION PESOS FROM THE RESERVES OF THE STATE INSURANCE FUND TO ASSIST HOSPITALS IN ESTABLISHING PHYSICAL REHABILITATION UNITS

 

WHEREAS, paragraphs (d) and (k) of Article 177 of Presidential Decree No. 442, as amended, otherwise known as the Labor Code of the Philippines, provide among others, that the Employees' Compensation Commission is empowered to initiate policies and programs for rehabilitation other than those provided for under Art. 190 of said Labor Code, and to appropriate funds therefor; and to enter into agreements or contracts for such service and aid as may be needed for the proper, efficient and stable administration of the Program;

WHEREAS, a great number of disabled workers and disabled soldiers entitled to physical rehabilitation services under the Employees' Compensation Program reside in the provincial and rural areas where rehabilitation facilities and services should be made available to them; and

WHEREAS, the State Insurance Fund administered by the Social Security System and the Government Service Insurance System has accumulated sufficient reserves to enable the Employees' Compensation Commission to assist deserving and qualified hospitals to establish physical rehabilitation units for the rehabilitation of industrially disabled workers and disabled soldiers at places as near as possible to their residences;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law and the Constitution, do hereby authorize and direct the Employees' Compensation Commission, the Social Security System and the Government Service Insurance System, to appropriate and release the amount of FIFTEEN Million Pesos to be taken from the reserves of the State Insurance Fund that the SSS and the GSIS administer for the private sector and the public service, respectively, under the Employees' Compensation Program, to assist deserving and qualified hospitals to establish physical rehabilitation units to service industrially disabled workers and disabled soldiers. The Employees' Compensation Commission shall promulgate such rules and regulations as may be necessary in the pursuance of this objective.
