An Act to Change the Date for Commencing Future Annual Sessions of the Philippine Legislature
Act No. 1929, enacted on May 20, 1909, establishes that the annual sessions of the Philippine Legislature will begin on October 16 each year, starting in 1910. If October 16 falls on a legal holiday, the session will commence on the following non-holiday. Additionally, if the U.S. Congress does not pass a law by March 4, 1911, regarding the term of Delegates, subsequent sessions will start on the first Monday of September, or the next non-holiday if that Monday is a legal holiday. This law takes effect immediately upon passage.

ACT NO. 1929
AN ACT TO CHANGE THE DATE FOR COMMENCING FUTURE ANNUAL SESSIONS OF THE PHILIPPINE LEGISLATURE
SECTION 1. Beginning with the year nineteen hundred and ten and thereafter, the annual session of the Philippine Legislature shall commence on the sixteenth day of October, or if the sixteenth day of October be a legal holiday, then on the first day following which is not a legal holiday: Provided, however, That if the Congress of the United States, at the close of its session on the fourth day of March, nineteen hundred and eleven, shall not have passed a law providing that the term of office of the Delegates to the Philippine Assembly elected for the next Legislature shall end on the fourth day of March, nineteen hundred and twelve, the session of the Philippine Legislature for the year nineteen hundred and eleven and in succeeding years shall begin on the first Monday of September, unless the first Monday of September is a legal holiday, then on the day following which is not a legal holiday.
SECTION 2. This Act shall take effect on its passage.
