An Act Providing the Time at which All Acts of the Philippine Legislature shall Take Effect
Act No. 1945, enacted on May 20, 1909, establishes that all acts passed by the Philippine Legislature will take effect fifteen days after their promulgation, unless stated otherwise. Promulgation is defined as the completion of publication in the Official Gazette of the Philippine Islands. The Act also repeals any conflicting laws and specifies that it will take effect at the opening of the next legislative session.

ACT NO. 1945
AN ACT PROVIDING THE TIME AT WHICH ALL ACTS OF THE PHILIPPINE LEGISLATURE SHALL TAKE EFFECT
SECTION 1. No Act passed by the Philippine Legislature shall take effect until fifteen days after its promulgation unless otherwise expressly provided.
SECTION 2. The promulgation of a law shall be understood to have been made on the day when the publication of same in the Official Gazette of the Philippine Islands shall have been completed.
SECTION 3. All Acts directly or indirectly in conflict with the provisions of this Act are hereby repealed.
SECTION 4. This Act shall take effect at the opening of the next session of the Legislature.
