ACT NO. 3213

AN ACT MAKING APPROPRIATIONS FOR PUBLIC WORKS

SECTION 1. The following sums, or so much thereof as may be necessary, are hereby appropriated out of any funds in the Insular Treasury not otherwise appropriated, to be at the disposal of the Director of Public Works, subject to the approval of the Secretary of Commerce and Communications and the provisions hereinafter set forth for the purposes mentioned hereunder.

ARTESIAN WELLS AND WATERWORKS
(t)	For the drilling of artesian wells by the Bureau of Public
	Works including the purchase and maintenance of well

	or municipality concerned to cover one-third of the cost of
	each well requested before drilling operations are undertaken
	by the Bureau of Public Works; and that upon certification
	by the Director of Public Works of the cost of a well the
	province or municipality concerned shall pay its share into
	the Insular Treasury: Provided, further, That any province
	or municipality which by virtue of the provisions of this Act
	shall incur the expense of an artesian well resulting in a
	failure, shall have the amount expended reimbursed
	from this appropriation.
(u)	For the construction of insular, provincial and municipal
	waterworks, drainage and sewer system projects, whenever
	the province or municipality concerned shall appropriate
	funds to cover the costs of one-third of the work prior to
	the release of the insular aid authorized by this Act	450,000.00
	Provided, That from the sum of P450,000 above provided,
	P20,000 shall be allotted as insular aid to the municipality of
	Inabanga, Province of Bohol; P20,000 to the municipality
	of Dawin, Province of Oriental Negros; P25,000 as insular
	aid to the municipality of Guinobatan, Province of Albay;
	and P18,000 as insular aid to the municipality of Rizal,
	Province of Laguna, for the construction of waterworks
	projects, if the said municipalities of Inabanga, Dawin,
	Guinobatan, and Rizal, upon the approval of this Act,
	shall have complied with the legal requirement prior to
	the release of the insular aid herein authorized:
	And provided, further, That the maximum amount that
	shall be allotted out of this appropriation for any project
	shall in no case exceed twenty-five thousand pesos.	—————

SECTION 2. All balances of the several appropriations made by this Act the destination of which has not been determined by proper authority on June thirtieth, nineteen hundred and twenty-five, and all balances of appropriations which remain unexpended on June thirtieth, nineteen hundred and twenty-six, shall revert to the unappropriated funds in the Insular Treasury, and thereafter shall not be available for expenditure except upon appropriation by the Legislature.

SECTION 3. The sums appropriated by paragraphs (l), (p), (q), (r), (s), (t), (u), (y), (aa), and (bb) shall be distributed in the discretion of the Secretary of Commerce and Communications, but those appropriated in the other paragraphs shall be available for immediate expenditure by the Director of Public Works.
