ACT NO. 2980

AN ACT MAKING APPROPRIATIONS FOR PUBLIC WORKS

SECTION 1. The following sums, or so much thereof as may be necessary, are hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, to be at the disposal of the Director of Public Works for the purposes mentioned hereunder, subject to the provisions hereinafter set forth. CONSTRUCTION AND MAINTENANCE OF PUBLIC BUILDINGS AND OTHER UNCLASSIFIED PROJECTS

(a)	For the completion of the construction of barracks for the
	Philippine Constabulary	P51,500.00
(b)	To increase the sum of P400,000 appropriated by Act
	Numbered Twenty-eight hundred and ninety-eight for
	the fiscal year nineteen hundred and twenty, for the
	construction of normal schools and the purchase of
	grounds for the same, including an additional Insular
	normal school building at a cost not to exceed P175,000	300,000.00
(c)	For Insular aid: (1) For the construction of elementary
	school buildings, P400,000; (2) for the completion of
	school buildings for which funds have been appropriated
	in previous Acts, but which have not been begun or
	completed because of the rise in the price of materials,
	P200,000; and (3) for the construction, repair, and
	improvement of high-school buildings, P200,000	800,000.00
(d)	For the construction and improvement of buildings and
	irrigation systems, including the purchase and
	improvement of land, the establishment of waterworks
	and sanitary systems, and for other improvements of
	the agricultural schools in the regular and special provinces	90,000.00
(e)	For the purchase, survey, and registration of land and the
	construction, improvement, and maintenance of school
	buildings in provinces specially organized or which may
	be organized during the year nineteen hundred and
	twenty-one	25,000.00
(f)	For the completion of a laboratory for the College of
	Liberal Arts and the construction of additional
	dormitories in the College of Agriculture of the
	University of the Philippines, at Los Baños	58,000.00
(g)	For the construction of the buildings, sheds, fences, and
	other minor improvements for the experimental stations,
	quarantine stations, and slaughter-houses of the Bureau
	of Agriculture	20,000.00
(h)	For the construction of the following buildings,
	including suitable furniture and fixtures and the
	acquisition and improvement of the necessary grounds:
	(1) for the use of the Legislature; (2) for offices and
	rooms in Malacañang Palace; (3) for a Post-Office;
	(4) for nurses' dormitories at the General Hospital;
	(5) for a school for the deaf and blind; (6) for a
	pathological building; (7) for the reconstruction
	of the foundry on Engineer Island; (8) for an additional
	kitchen at the General Hospital; (9) for a fireproof
	warehouse for the Bureau of Printing; (10) for the
	insane asylum; and (11) for the completion
	of Rizal Hall, University of the Philippines:
	Provided, however, That the plan of the building
	for the use of the Legislature shall be approved
	by the Capitol Committees of the Senate and
	House of Representatives	1,440,500.00

CONSTRUCTION AND MAINTENANCE OF ROADS AND BRIDGES

(j)	For the maintenance and repair of such portions
	of the Manila North Road as have been or may be
	declared first-class roads and travers the territory
	of the Mountain Province	90,000.00
(k)	For the construction, improvement, and maintenance
	of trails, roads, and bridges in the specially organized
	provinces	200,000.00
(l)	For the construction, improvement, and where
	necessary, for the maintenance of roads and bridges
	in such regularly organized provinces as shall comply
	with the provisions of section 2113 of Act No. 2711
	and which, by a resolution of the provincial board,
	shall guarantee by continuing annual appropriations
	the establishment of such a system of maintenance
	as may be necessary in the judgment of the Director
	of Public Works on all first-class roads now constructed
	or which may be constructed in the future and declared
	as such by the Director of Public Works; to be allotted
	in proportion to the number of cedulas sold in each
	province in the year nineteen hundred and twenty	1,400,000.00
(m)	(1) For the construction, improvement, and
	maintenance of roads and bridges in regularly
	organized provinces which shall comply with
	the provisions of section 2113 of Act No. 2711
	and which, by resolution of the provincial board,
	shall guarantee by special appropriations the
	establishment of a system of maintenance,
	P455,000; (2) for the construction, repair, and
	improvement of interprovincial roads and bridges
	between regular provinces, P110,000; (3) for the
	portions of the Manila North and South Roads
	traversing the Province of Rizal and part of Bulacan,
	P75,000; and (4) for the reconstruction and repair
	of roads and bridges destroyed by floods, typhoons,
	fires or earthquakes, P100,000	740,000.00
(n)	For the completion of the Jones Bridge across
	the Pasig River by the Insular Government,
	including construction of adjacent wharves	400,000.00

CONSTRUCTION AND MAINTENANCE OF IRRIGATION SYSTEMS

(o)	For the investigation, survey, construction,
	reconstruction, maintenance, and improvement
	of irrigation systems, including the purchase of the
	necessary land and equipment	1,462,000.00
	Provided, That the use of water for private land,
	the construction of irrigation projects, and the
	financing of the same shall be subject only to
	such rules and regulations as may be prescribed
	by the Irrigation Council, the provisions of Acts
	Numbered Eighteen hundred and fifty-four,
	Twenty-one hundred and fifty-two, and Twenty-six
	hundred and fifty-two, and any other Act now
	in force to the contrary notwithstanding.
(p)	For expenses of investigation of applications for
	the use of water for irrigation, water supply,
	and power systems; for the investigation of
	Insular, provincial, and municipal water supply
	systems; for the adjudication of the rights to
	streams designated by the Secretary of
	Commerce and Communications, and for the
	study of river control projects submitted to the
	Irrigation Council	25,000.00

CONSTRUCTION OF ARTESIAN WELLS AND WATERWORKS

(q)	For aid in supplying potable water in
	specially organized provinces	40,000.00
(r)	For the drilling of artesian wells, including the
	purchase of necessary equipment, and for the
	investigation and construction of Insular, provincial,
	and municipal waterworks, and for the
	investigation, construction, reconstruction,
	and extension of baths and other sanitary
	improvements for the development and
	utilization of properly tested and approved
	mineral springs in places of public resort,
	whenever, in cases of provincial and municipal
	projects, the provinces and municipalities
	concerned shall adopt resolutions for the
	appropriation of funds covering the
	cost of one-third of the work	450,000.00
	Provided, That the funds appropriated by
	provinces and municipalities to cover the cost
	of one-third of the work shall be paid into the
	Insular Treasury when the Director of Public
	Works shall have paid the cost thereof:
	Provided, however, That the Department of
	Commerce and Communications may extend
	the time for the payment by any regularly
	organized municipality of said one-third part
	of the cost, or may exempt or relieve any such
	municipality from said payment, when the
	financial condition of the same does not allow
	of its making the appropriation required in
	this paragraph; Provided, further, That any
	municipality or province which by virtue of
	the provisions of this Act shall incur the
	expense of an artesian well resulting in a failure,
	shall have the amounts expended returned to it
	Provided, finally, That the amount allotted
	out of this appropriation to a municipality or
	province as Insular aid shall in no case exceed
	at one time the sum of twenty-five thousand pesos.

PORT AND RIVER IMPROVEMENTS

(s)	For the construction, reconstruction, improvement,
	investigation and survey of ports, wharves, piers
	retaining walls, breakwaters, and dams, and
	dredgings in the specially organized provinces	200,000.00
(t)	For the construction, repair, reconstruction,
	improvement, investigation, and survey of ports,
	wharves, piers, breakwaters, and dams, and for
	dredgings in the various districts of the
	Archipelago; the purchase, maintenance, and repair
	of equipment; the acquisition of the necessary land;
	the continuation of wharves and other improvements
	projected by former Acts, including the city of
	Manila, for which the sum of one million
	pesos is set aside	1,500,000.00
	Provided, That subject to the approval of the
	Secretary of Commerce and Communications
	and with such security as he may require, material
	derived from dredging may be used for filling in
	private property at the request of any landowner,
	upon the condition that the cost thereof shall be
	paid by the owner of the land in annual installments
	not to extend over more than five years.

CONSTRUCTION AND MAINTENANCE OF TELEGRAPHS, TELEPHONES, CABLES, AND RADIOS

(u)	For the maintenance and repair of telephone
	lines in the specially organized provinces	20,000.00
(v)	For the maintenance, alteration, and repair
	of cable and telegraph lines and radio stations	231,000.00

CONSTRUCTION AND MAINTENANCE OF LIGHTHOUSES, BUOYS, AND BEACONS

(w)	For the construction, reconstruction, maintenance,
	alteration, and repair of lighthouses, buoys, and
	beacons	P57,000.00

SECTION 2. All balances of the several appropriations made by this Act the destination of which has not yet been determined by the proper authority on June thirtieth, nineteen hundred and twenty-two, and all balances of appropriations which remain unexpended on June thirtieth, nineteen hundred and twenty-three, shall revert to the unappropriated funds in the Insular Treasury, and thereafter shall not be available for expenditure except upon appropriation by the Legislature. SECTION 3. The sums appropriated in paragraphs (f), (h), and (n) of this Act shall be available for immediate expenditure by the Director of Public Works, but those appropriated in the other paragraphs shall be distributed in the discretion of the Secretary of Commerce and Communications, subject to the approval of the presiding officers of both Houses of the Legislature. Subject to the same approval, the Secretary of Commerce and Communications is authorized, for the purposes of said distribution, to transfer unexpended portions of any item of appropriation under this Act to any other item hereunder.

SECTION 4. This Act shall take effect on its approval.
