Commonwealth Act No. 49, enacted on October 13, 1936, establishes October 16 as the designated date for the annual opening of the regular session of the National Assembly in the Philippines. If October 16 falls on a holiday, the session will convene on the following non-holiday. The Act took effect immediately upon its approval.

COMMONWEALTH ACT NO. 49
AN ACT DESIGNATING THE SIXTEENTH DAY OF OCTOBER OF EACH YEAR AS THE DATE FOR THE OPENING OF THE REGULAR SESSION OF THE NATIONAL ASSEMBLY
SECTION 1. The National Assembly shall convene in regular session on the sixteenth day of October of each year, and if said day be a holiday, then on the next succeeding day, which is not a legal holiday.
SECTION 2. This Act shall take effect upon its approval.
