LTO MEMORANDUM CIRCULAR NO. 712-A-06

The following amendments to Memorandum Circular No. 712-2006 dated 27 March 2006 re: Guidelines in the Registration of Rebuilt Motor Vehicles are hereby promulgated to read as:
"Section 4. ISSUANCE OF MOTOR VEHICLE LICENSE PLATES. —
4.1 For rebuilt motor vehicles with local chassis . . .
4.2 For rebuilt motor vehicle with engine and or chassis that are parts of previously registered motor vehicles
The transaction shall be considered change engine only pursuant to Circular No. 82.008 dated 4 February 1982 that the chassis is the identifying feature of the motor vehicle. In case of lost plates, the owner shall apply for duplicate plates for the manufacture thereof."
