Letter of Instructions No. 578, dated July 28, 1977, amends Section 1 of Letter of Instruction No. 573 regarding the implementation of an additional emergency allowance of P60.00 per month for hotels and tourism lodging establishments. Establishments currently providing this allowance must continue doing so. Those facing financial difficulties due to substantial loans for construction and furnishings may apply for an exemption, as outlined in jointly promulgated rules and regulations. The directive aims to support the tourism industry during challenging economic conditions.

LETTER OF INSTRUCTIONS NO. 578

TO The Secretary of Labor 
    The Secretary of Tourism

SECTION 1 of Letter of Instruction No. 573 is hereby amended to read as follows:

"Accordingly —

1. The implementation of the additional emergency allowance of P60.00 per month under Presidential Decree No. 1123, shall be as follows: cd

a) All hotels and other tourism lodging establishments which have began paying the aforesaid emergency allowance shall continue doing to do so.

b) Any hotel or other tourism lodging establishment suffering from financial difficulties by reason of substantial loans and obligation from any government or private lending institution, the proceeds of which were used for the construction of the building and the purchase of its furnishings, may file an application for exemption, under such rules and regulations which you may jointly promulgate."
