Letter of Instructions No. 570, issued on June 30, 1977, amends Paragraph 4 of Letter of Instructions No. 417 regarding the allocation of airline frequencies and capacities. It establishes that the Civil Aeronautics Board (CAB) holds exclusive authority to grant these allocations, reflecting current economic conditions. Additionally, the CAB can issue temporary operating permits to international airlines on routes deemed necessary for the national interest. All such grants are subject to approval by the Office of the President.

Paragraph 4 of the LOI No. 417 is hereby amended to read as follows:
4. Grants of frequencies and capacities on any route by any airline in the sole prerogative of the CAB, it being more current in relation to changing economic circumstances. The CAB may also grant temporary operating permits to international airlines on international routes in the national interest. All grants of frequencies, capacities and/or new routes shall always be subject to the approval of the Office of the President.
