ACT NO. 3624

AN ACT TO AMEND SECTIONS ONE AND FOUR OF ACT NUMBERED THIRTY-FOUR HUNDRED AND FORTY-THREE ENTITLED "AN ACT TO APPROPRIATE THE SUM OF FIFTY THOUSAND PESOS FOR THE ESTABLISHMENT, EQUIPMENT, MAINTENANCE, AND OPERATION OF SEED-FARMS FOR RICE, CORN, SUGAR CANE AND OTHER STAPLE CROPS UNDER THE BUREAU OF AGRICULTURE, AND FOR OTHER PURPOSES," SO AS TO EXTEND ITS OPERATION TO EXPERIMENT STATIONS, PROVIDE ADDITIONAL FUNDS THEREFOR, AND FOR OTHER PURPOSES

SECTION 1. Section one of Act Numbered Thirty-four hundred and forty-three entitled "An Act to appropriate the sum of fifty thousand pesos for the establishment, equipment, maintenance, and operation of seed-farms for rice, corn, sugar cane and other staple crops under the Bureau of Agriculture, and for other purposes," is hereby amended so as to read as follows:

"SECTION 1. There is hereby appropriated out of the funds in the Insular Treasury not otherwise appropriated, the sum of fifty thousand pesos to be used in the establishment, maintenance, equipment, and operation of seed-farms and experiment stations for the purpose of raising selected and pedigreed seeds — rice, corn, sugar cane, coffee, coconut and other staple crops — for distribution to the farmers throughout the Philippine Islands, in accordance with the provisions of this Act." cAISTC

SECTION 2. Section four of the same Act is hereby amended to read as follows:

"SEC. 4. Subject to the general executive control and supervision of the Secretary of Agriculture and Natural Resources, the Director of Agriculture shall have the immediate direction and administration of the said seed-farms and experiment stations, and shall, with the approval of the said Secretary, make and prescribe all the necessary rules and regulations governing the operation and maintenance of such seed-farms and experiment stations, and the manner of distributing the seeds and planting materials, produced therein: Provided, That, whenever available, such seeds and planting materials not exceeding twenty thousand pesos in value in any one year may be distributed free of charge for purposes of demonstration and propagation or for relief in devastated areas on account of typhoons, floods or other similar causes: Provided, further, That any land or portion thereof owned, reserved for, or occupied by any seed-farm or experiment station operated under this Act and considered inadequate or too small for efficient and economical operation as such seed-farm or experiment station, may, with the approval of the Governor-General, be exchanged by the Secretary of Agriculture and Natural Resources for other more adequate or more desirable sites of private ownership or otherwise, under such terms and conditions as may be deemed advantageous to the Government." SECTION 3. Out of the "Rice and Corn Fund" appropriated under the provisions of Act Numbered Twenty-eight hundred and eighteen, as amended, the sum of one hundred thousand pesos is hereby set aside, transferred and added to the fund made available for the establishment, maintenance, operation rind equipment of seed-farms and experiment stations authorized under Act Numbered Thirty-four hundred and forty-three, as herein amended.

SECTION 4. All acts or parts of acts and executive or administrative orders or regulations inconsistent with the provisions of this Act are hereby repealed.

SECTION 5. This Act shall take effect on its approval.
