Amendment of Section 3 of PPA Memorandum Circular No. 10-2020
The PPA Memorandum Circular No. 013-20, issued on April 3, 2020, amends Section 3 of PPA Memorandum Circular No. 10-2020 in line with the Bayanihan to Heal As One Act. It allows trucks transporting cargo between ports in the Philippines, including those carrying empty containers, to have uninterrupted access to ports and related facilities. Additionally, truck drivers and helpers must comply with health protocols established by health authorities before entering or leaving the ports. This amendment is effective immediately, and any conflicting issuances are revised accordingly.

In consonance with Republic Act No. 11469, otherwise known as the "Bayanihan to Heal As One Act," the Memorandum of the Executive Secretary dated March 28, 2020, and relevant IATF Resolutions, Section 3 of PPA Memorandum Circular No. 10-2020 is hereby amended, as follows:
1. Trucks carrying cargoes from one port to another port in the country, regardless of whether they will be traversing a body or bodies of water shall be allowed continuous access to and from said ports. Carrying of empty containers for withdrawal or repositioning shall also be ensured continuous entry to and from the ports and Inland Container Yards/Depots/Warehouses. ETHIDa
2. Trucks drivers and helpers shall be subjected to stringent health protocols of the Bureau of Quarantine, Department of Health, and the Local Government Unit/s at the port/s before they will be allowed to enter or leave the port/s and proceed to their subsequent or final destination.
PPA Memorandum Circular No. 10-2020 is hereby amended. All issuances inconsistent herewith are hereby revised or modified accordingly.
This Memorandum Circular takes effect immediately.
