CESB RESOLUTION NO. 1222-15
AMENDING SECTION 5, CHAPTER II (ELIGIBILITY FOR AWARD) OF THE GAWAD CES CODE OF PROCEDURE
WHEREAS, the Gawad CES, which was established by virtue of Executive Order Number 715, Series of 2008, is a Presidential award that recognizes members in the CES for exemplary performance and significant contributions, particularly in the areas of innovation, information and communication technology, social services, administrative reforms and public policy;
WHEREAS, Executive Order Number 715, Series of 2008 provides that, "[t]he CESB shall issue the appropriate implementing guidelines for the conferment of this Award."
WHEREAS, in accordance with Executive Order Number 715, Series of 2008, the Board in its 10 February 2009 meeting formulated the Gawad CES Code of Procedure, which outlines the implementing guidelines in the qualifications and selection of awardees and the presentation of awards;
WHEREAS, Section 5, Chapter II of the Code of Procedure for the Gawad CES provides:
"SEC. 5. Persons to Whom the Award is Open. — The Award is open to all Career Executive Service Officers (CESOs) and Third-Level Eligibles (CEOE/CSEE/CESE) occupying executive and managerial positions in the Third Level of the Philippine Civil Service.
The Third Level of the Philippines Civil Service includes all positions higher than Division Chief based on the Position Classification System of the Department of Budget and Management (DBM) in parallel systems covering or as may be applicable across the Executive, Legislative, and Judicial branches, including Constitutional Offices."
WHEREAS, there are Third Level eligibles who do not occupy Third Level or CES positions but who nonetheless excel in their performance;
WHEREAS, inasmuch as one of the objectives of the Gawad CES Award is "to highlight [the] outstanding accomplishments of third level career executives to reward and encourage consistent and superior performance from them, and motivate others in government to give their best to public service and promote excellence among their ranks," the Board finds it more equitable and in accord with the spirit of the award to include CESCOs and CES eligibles who are not occupying CES or Third Level positions; CAIHTE
WHEREAS, the addition of nominees and awardees who are CESOs and CES eligibles but who do not occupy CES or Third Level positions would be justifiable considering that their respective positions have performance indicators that would reflect their exemplary performance and measurable significant contributions;
WHEREFORE, the foregoing premises considered, the Board RESOLVES, as it is hereby RESOLVED, to amend Section 5, Chapter II of the Code of Procedure for the Gawad CES. The amended section shall now read:
"SEC. 5. Persons to Whom the Award is Open. — The Award is open to all Career Executive Service Officers (CESOs) and Third-Level Eligibles (CEOE/CSEE/CESE) occupying positions that require the performance of executive, leadership and/or managerial functions.
For the purpose of this Award, incumbents of positions higher than Division Chief based on the Position Classification System of the Department of Budget and Management (DBM) in parallel systems across the Executive, Legislative, and Judicial branches, including Constitutional Offices may also be nominated."
