NAPOLCOM MEMORANDUM CIRCULAR NO. 06-98
AMENDING RESOLUTION NO. 97-11 DATED DECEMBER 14, 1994 AND MEMORANDUM CIRCULAR NO. 94-047, S. 1995 WHICH ESTABLISHED THE NAPOLCOM SCHOLARSHIP PROGRAM FOR SURVIVING CHILDREN OF POLICE PERSONNEL AND PRESCRIBED THE RULES AND REGULATIONS IN THE IMPLEMENTATION THEREOF
WHEREAS, R.A. No. 6963 mandates, inter alia, the granting of special financial assistance and scholarship benefits to the family or beneficiary of any police personnel killed or becomes permanently incapacitated while in the performance of his duty or by reason of his office or position, the funding of which comes from Forty per centum (40%) of the PNP Firearm Licensing fees; cHECAS
WHEREAS, as provided in the said law, all surviving legitimate children of the deceased or permanently incapacitated PNP personnel shall be extended scholarship up to college in a non-exclusive institution of learning.
WHEREAS, pursuant to the aforementioned legal fiat, Resolution No. 94-047 dated December 14, 1994 was promulgated establishing the NAPOLCOM SCHOLARSHIP PROGRAM; and to implement and operationalize the said program, Memorandum Circular No. 95-011 dated May 25, 1995 was issued;
WHEREAS, under the implementing rules and regulations, the various NAPOLCOM regional offices are mandated to receive, process, evaluate and, if meritorious, recommend for approval of the Vice-Chairman and Executive Officer through the Legal Affairs Service applications for Scholarship grant and payment of the school fees.
WHEREAS, to comform with existing school policies and to rationalize payment of school fees with the least inconveniences on the part of the grantees, there is a need to decentralize to the Regional Offices not only the processing and evaluation but also the approval and payment of school fees of the grantees;
WHEREAS, in order to cope with the ever-increasing school tuition and miscellaneous school expenses prescribed by the different institutions of learning and, for other related purposes, it is necessary to amend certain provisions of NAPOLCOM Resolution No. 94-047, s. 1994, and Memorandum Circular No. 95-011 s. 1995.
NOW THEREFORE, this Commission, pursuant to the provisions of R.A. No. 6973, hereby orders and directs:
SECTION 1. Section 1 (h) of NAPOLCOM Memorandum Circular No. 95-011, s. 1995, is hereby amended to read as follows:
"Miscellaneous Fees" refer to the amount paid to and collected by the school in consideration of the acceptance and registration of student, such as entrance, registration, library, I.D., medical/dental, periodicals, student council, computer, guidance and counseling, school and athletic uniforms and equipment, audio-visual, academic research expenses including other similar or related charges that may be prescribed by the school and/or as maybe needed by the scholar in the pursuit of his/her education.
SECTION 2. Section 12 of NAPOLCOM Memorandum Circular No. 95-011 s. 1995 is hereby amended to read as follows: aTHCSE
"Sec. 12. Granting of financial scholarship grants shall be on a lump sum basis for tuition and miscellaneous expenses for scholar which shall not be more than the following amounts:
1. P9,000.00 for elementary scholar per school year
2. P12,000.00 for high school scholar per school year
3. P10,000.00 for vocational scholar per semester
4. P15,000.00 for college scholar per semester
SECTION 3. Decentralization of the Application Processing, Evaluation, Approval and Payment of Scholarship Grant. — The application, processing, evaluation approval and payment for scholarship grants shall be decentralized to the NAPOLCOM Regional Offices except the initial payment which should be approved by the Central Office in accordance with the provision of this Amendatory Resolution and existing rules and regulations in relation thereof.
Funding for this purpose shall be allocated and remitted by the Commission to the different regional offices, in advance, based on the actual number of scholarship grantees of each region, the disbursement of which shall be subject to the usual auditing and accounting rules and regulations. Certified copy of approved scholarship grant is required for subsequent release of said grant. An audited status of scholarship fund per Regional Office shall be submitted every year-end.
Additional funding requirements for the effective implementation of this Scholarship Program maybe provided by the Commission from this fund as the need for it arises, in both the Central and Regional Offices, provided, however, that a separate records of receipts (from the 40% percent of firearms fees) and disbursements are maintained by the Administrative Service of this Commission and per Regional Office.
SECTION 4. Yearly Publication of Names of NAPOLCOM Scholars. — The Commission, through the Administrative Service, shall publish in a newspaper of general circulation, any day during the first month of the calendar year, every year, the names of all the NAPOLCOM Scholars indicating therein the schools and the course or education they are enrolled.
SECTION 5. Granting of Awards to NAPOLCOM Scholars. — Every year, the Commission shall evaluate the academic performance and scholastic accomplishments of each NAPOLCOM Scholar and, on the basis thereof, shall grant an award to the most outstanding NAPOLCOM Scholars in each of the following categories: AHDacC
a. Elementary level
b. High School level
c. Vocational level
d. College level
SECTION 6. Effectivity. — This Memorandum Circular shall take effect immediately.
SECTION 7. Recission. — Any circular or issuance of this Commission or part thereof which is in conflict with this Circular is hereby rescinded or modified accordingly.
